Because of changing definition of micro-, small- and medium- sized enterprises and the definition of basic norms regarding development of small- and medium- sized business in the European Union as set forth in the European Charter for Small Enterprises, it is essential to carry out a study on the defined development trends in Latvia and in specific regions in Latvia. This article analyses the capacity of economically active enterprises and assesses the development trends among micro-, small- and medium- sized enterprises. A significant aspect of the European Charter for Small Enterprises is identification of factors hindering entrepreneurship. Therefore, a survey was conducted to ascertain the main barriers to entrepreneurship in Latvia.
