The article analyses the effect of environmental taxes on environmental protection. The research covers all European Union member states, the United States of America, Japan and People’s Republic of China, Norway and Turkey. Method for assessment of the regression tendencies of endogenous indicators has been chosen for the research. Research period: 1994 – 2015. Research results: environmental tax effect is stronger in countries having slower economic and tax growth, but more rapid development of renewable energy production technologies; the role of environmental taxes is more prominent where the level of natural energy resources is maintained at the expense of renewable energy use; ecological taxation encourages development and implementation of technologies that mitigate pollution and creation of new jobs; environmental taxes are directly related to humans’ ecological quality of life.

ENVIRONMENTALISM AND AGRICULTURAL PRACTICE

Two spheres of social regulation are analysed in the study: the environment protection and agriculture. In the last decades, both of these areas have become frequently discussed topics in the media and in the public debates. Representatives of the environmental movements as well as the scientists have played an important role in promoting an environmental agenda in the political arena. The environmental aspects of the human activities have been incorporated into many legislative acts and regulations. The European Union's Common Agricultural Policy (CAP) has also been modified to fulfil the environmental requirements. The new concept of multifunctional agriculture, introduced in the reformed CAP, aspires to reflect the principle of sustainable development that seeks to take the economical, social, and environmental facets of agriculture equally into consideration. Focusing on the case of northern Slovakia, we analysed the context of launching the reformed CAP into agricultural practice using the example of the implementation of agro-environmental measures. Drawing on interviews with local farmers, we conclude that the main barrier to enlarging the participation in agro-environmental schemes is not due to the farmers' attitude to environmental or economic aspects, but to the social conditions of their agricultural enterprise.

The paper presents the potential factors that could contribute to an improvement or deterioration in the environmental impact of agriculture. The analysis of the relevant forecasts and predictions allowed for confirming the hypotheses stating that only the changes in production technologies and techniques can actually reduce the pressure of agriculture on the environment. The expected aggravation of climate conditions of agricultural activity on the global scale coupled with an increase in the population size and demand for food should provide a stimulus to changes of an innovative character. Yet, the future demand for food cannot be satisfied solely through developing and employing the most efficient methods of production - the protection of natural capital is necessary as well. Hence, there is a need for seeking new, 'green' solutions that will be aimed at implementing and disseminating environment-friendly food production systems. In order to improve the use of natural capital, changes in the level of environmental awareness need to take place on the part of both producers and final consumers (households), and - in consequence - co-operators, suppliers and recipients or even States. These are the entities that determine the importance and place of environmental protection in the hierarchy of major strategic objectives pursued by agricultural holdings.

Environmental protection is one of the global goals of mankind nowadays. A sustainable development strategy is a new direction of an evolution that has to be used in the companies, especially at a level in which most of the environmental weight arises. A method of marketing audit was used for evaluating a company's approach to an environmental protection that identifies a level of strategy of sustainable development application in internal and external environment of a company. There were determined the key factors within the application of this method in the environmental area and these key factors influence an implementation of sustainable development strategy. There were also determined the intervals for companies evaluation in three areas of implementation. This method was verified in the complex of selected companies in the Czech Republic.

The ecological network 'Natura 2000' creates certain barriers not only to the development of major road-building investments but also to the development of local communities, which is largely attributable to the fact that self-governments are often refused active role in the process of delimitation of protected areas and that the interpretation of the existing regulations is not always clear. However, apart from the evident barriers it is possible to notice also positive elements which, when skilfully used, can contribute to the development of areas covered by the 'Natura 2000' network. It obviously is necessary to apply such form of environmental protection as 'Natura 2000' but its costs should not be borne by the rural communes alone. Thus, a discussion should be started on the need to create an Environmental Fund financed by the entire society, which would help compensate the local communities for the burden of protecting Poland's natural environment.

Regulations concerning public finance are very important in Polish legislation. It is particularly due to the economic crisis which may cause the loss of liquidity and even insolvency of financial institutions. It forces the state to look for numerous cost reductions. Support instruments have been introduced for entrepreneurs in the environment of economic slowdown caused by global crisis. Numerous changes have been made in the area of taxes, financing environmental protection activities, and agriculture. The rule that transport of people is based on public mass transport subordinated to competitive market rules has been introduced.

The authors present the results of the first such representative sociological survey that has attempted to explore the assessment of water management on the basis of such a large sample, going into great detail. According to the experiences the population have not even basic knowledge in the field of water management, but it does not mean that they have no tangible interests regarding drinking water, reservoirs, and agricultural plots. No prejudices or malevolence can be experienced in the population towards experts of water management. The significance of water would be revaluated according to the opinion of the population as well.

The food industry is one of the most serious sources of environmental pollution in Poland. The process of production of food articles, which entails the use of various raw materials, various auxiliary materials and technologies, leads to the generation of a number of pollutants in the form of solid and liquid wastes, dusts and gases. It should be noted that the condition of the natural environment has a decisive meaning for the production of food and, in particular, for the quality of food because food free from chemical impurities can be produced only in an uncontaminated environment. It is an important task, therefore, to determine conditions which stimulate food processing enterprises to launch pro-ecological ventures, and to identify barriers encountered in the process of implementation of these ventures. In order to analyse the aspects presented above surveys covering food processing enterprises active in Lubelskie voivodeship were carried out in March-August 2006. The results of the conducted surveys proved that legal regulations pertaining to environmental protection had the strongest influence on the enterprises' decisions to launch pro-ecological efforts. In turn, the difficulties or barriers to the implementation of pro-ecological ventures most frequently indicated by the respondents were: problems with setting aside means needed to finance such investments, the necessity to pay back credits and loans drawn for the implementation of pro-ecological investments, and growth in the current cost of operation of newly installed devices serving the protection of the natural environment.

The aim of this article is to introduce selected issues raised by Prof. Stefan Kozlowski, for the benefit of environmental protection. During fifty years of his professional activity, many important, memorable issues have been appeared. The article points at Kozlowski’s attempt to outline problems concerning nature conservation, which, in spite of beautiful tradition, was perverted by political system of that time. This leads to many abuses in natural resources management and excessive exploitation of those resources. Another important question is Kozlowski’s striving to establish area forms of nature conservation. Realizing these aims, he brings to formulate full legal system of all nature components protection. The last subject, that is mentioned in the article, is Kozlowski’s contribution to implementation of sustainable development rules. Such development should be a superior rule in environmental policy leading by state. Kozlowski often advances courageous thesis, that were constructed in the taste of constructive criticism. Proposed solutions often have system features.

The maintenance of cleanliness and order in communities is the responsibility of the municipality as the basic unit of local government in Poland. The municipality performs its role in the field of environmental protection according to a range of legal provisions. Changing regulations affect the application of the law of cleanliness and order in communities, leaving it open to interpretation. A key guide in this regard is the wealth of court decisions on cleanliness and order in communities and waste management.

The article pertains to the methodological status of the Environmental Protection and the specificity of the research methods in this science. The Environmental Protection has recently become a recognized scientific discipline in Poland. As opposed to other European countries, it has been qualified as belonging to three fields of science. The current moment is the time of its formation and development as a scientific discipline. Separating it from other scientific disciplines evokes questions regarding its methodological connections with its mother disciplines. The research methods used in the Environmental Protection are similar to the methods applied in the discipline of chemistry, natural sciences and agriculture. The aforementioned methods possess also other specific features, take the example of the fact that they are regulated by the law and benefit from the technologically advanced examination apparatus. The article describes the selected methods in the Environmental Protection and poses the question regarding the methodology applied in this science.

Environmental protection is an area of interdisciplinary, in which the rule is the use of science concepts relevant to the legal, natural, technical or chemical. Therefore, in practice they may have different meanings depending on the conceptual context in which they are used. The concept, which draws attention to the rights and duties of citizens, public administration or environmental organizations, the legal and administrative aspects of environmental protection. Legal and administrative aspects of the environment in a manner related to the inherent rights of citizens, duties of public administrations, as well as practice and custom of our country and the European Union. Thus, their analysis is certainly an interdisciplinary context, and an important environmental dimension, the effect will be implied in the form of application by analogy comparisons and examples of not only national but international.

Coming conclusions from this study are inducing to formulating the statement, that leading of next controlled and thought reintroductions programs and protections of the Glis glis kind in Poland is necessary. Also conducting accurate examinations and the monitoring of the population of the edible dormouse should be a big challenge. It is also necessary raising qualifications of the employees of National Forests responsible for the protection of kinds and conducting the environmental education of the society which will be aimed at demonstrating, easily it is possible to protect the edible dormouse and how it is important for her more further existing in Polish forests. Without the practical protection of natural settlements of the edible dormouse regulations legislative, guaranteeing her the protection (Bern Convention, entry to the IUCN list, Polish acts and regulations) aren’t playing a significant role. The edible dormouse is happening to make its way oneself with the very powerful enemy, with which unfortunately he isn’t having a chance to the win – with man. The man is just transforming the environment of Glis glis spicies depriving him of settlements, foods, hunting it, but simultaneously the man is passing attempts of the protection and programs of the reintroduction. We can happen or the vanquisher or the savior of the edible dormouse species. Choice depends only from us.

This article addresses the concept of environmental law. The paper begins with a general background on justification for the study environmental law. The second section focuses on the nature of law. In the next section the author analyses legal definitions of environmental protection and environment. As the analysis shows that environmental legislation plays a crucial role, the final section discusses its location in Polish legal system. This study highlights that environmental law should be treated as a branch of law.

It is on their different levels that local authorities determine the efficiency of setting environmental standards for local communities. The efficient implementation of regional operational programs determines the possibility of implementing the principles of sustainable development.

One of the elements of effectively implementing environmental policies in rural areas in Poland is the smooth functioning of public administrative bodies. Within the administrative system, what is most important here are paying agencies, which are based on national and European-Union standards, and support the development of organic farming and environmental education. The scope of the activities of these agencies largely contributes to the growth of environmental awareness in Poland’s rural areas.

The article takes up the issue of environmental protection in the European Union, with a focus on the climate-energy package. Particular attention is given to renewable energy, one of the issues in the package. The consequences that implementing the climate-energy package will have are shown, as are the possible ways Poland can obtain energy from renewable sources.

In recent years, the international community has been accentuating importance of the protection of the environment more and more. However, the utmost attention is devoted to its protection in peace times or to protection as such in general. In relation to armed conflicts, it is submitted that we used to observe only a partial enhancement. Nonetheless, this approach changed rapidly in the first half of 2022, when the International Law Commission completed almost a decade of work on the Draft Principles of Environmental Protection in Relation to Armed Conflicts. This is quite a significant shift, as the subject output of the Commission provides a comprehensive treatment of the aforementioned issue. Without any deviation from this path, it is exactly an analysis of the Commission Proposal itself – first in the light of the overall adoption process, preceding its next part, taking into account the Resolution of the General Assembly from December 2022, which has become the main goal of this contribution. In turn, the question of the impact of the Commission Proposal toward the future will be addressed briefly as well.

The European Ecological Network Natura 2000 now covers 20% of Poland's territory. The new legal regulations protecting species of plants and animals threatened with extinction impose restrictions on economic activities conducted in Natura areas. This fact and errors committed due to the excessively arbitrary delimitation of the Natura sites as well as insufficient social communication with local communities and shortage of funds permitting to compensate the communes for the lost advantages make many local councils perceive the Natura 2000 network as a factor hampering development. It is evident that Poland has adopted a system of protection of environmentally valuable areas that is too complicated, too rigorous and expensive. Principled approach to environmental protection is sometimes necessary but whenever it is possible social-economic conditions characterising rural areas covered by the European Ecological Network Natura 2000 should be taken into consideration. Plans of protection tasks that are being formulated at present offer a chance for easing the effects of the committed errors because they can be expected to take into account the interests of local communities.

Phenomena expressed as social interests are examined in the study. Two main domains are touched: (1) the battle of written and unwritten law in the field of the manifestation of environmental interest; and (2) the role of the society involved in environmental protection. Problematic points arising in historical ages - including the present one - are highlighted by conceptual means of sociology and philosophy of law, and of comparative law. The author forwards some solution though it might be in contrast to parallel viewpoints.
