In 2004, Poland joined the European Union. This access means the possibility of taking advantage of European Union Structural Funds. Apart from this the structural funds play another important role. The popularity of the idea of European integration in countries like Poland depends largely on the effectiveness of this financial support, which theoretically should lead to economic and social development on different levels (local, regional, national, and even continental). The main problem of relying on EU funds is their unequal availability, which is limited, for example, because of the granting principles.

Akcesja Polski do Unii Europejskiej dała możliwość korzystania z instrumentów polityki regionalnej. W wyniku alokacji środków unijnych zrealizowano wiele projektów infrastrukturalnych. Ich realizacja miała niewątpliwie wpływ na wynik finansowy oraz wielkość zadłużenia samorządów. Okres wysokich inwestycji to zapotrzebowania na zewnętrzne źródła finansowania, w tym środki dłużne współfinansujące projekty unijne. Wynikiem tych procesów był wykazany wzrost zadłużenia gmin i miast na prawach powiatu. Wielkość inwestycji oraz poziom zadłużenia poszczególnych jednostek były silnie zróżnicowane, tak pod względem ich charakteru, jak i lokalizacji.

Poland’s accession to the European Union has enables the use of regional policy instruments. As a result of the allocation of EU funds, many infrastructure projects have been implemented. Their implementation has undoubtedly affected the financial results and amount of debt of local governments. The period of high investment means a demand for external sources of financing, including debt financing for co-funding of EU projects. The presented increase in indebtedness of municipalities and cities with county right has been a result of these processes. The size of the investment and the level of indebtedness of the individual units varied widely, both in terms of their character and location.
