Celem artykułu jest ukazanie możliwości włączenia w zakres zainteresowań statystyki regionalnej problematyki obszarów przygranicznych. Wydaje się to szczególnie aktualne w warunkach zmieniających się funkcji granic na kontynencie europejskim. Z jednej bowiem strony przybywa tzw. miękkich granic (soft borders), typowych dla obszarów zintegrowanych (taki charakter mają granice wewnątrzunijne), ale z drugiej strony istnieje niebezpieczeństwo odradzania się granic twardych (hard borders) na obrzeżach Unii Europejskiej. W tej sytuacji statystyka regionalna nie może poprzestać na analizach dotyczących jedynie pograniczy wewnątrzunijnych, ale powinna włączyć w krąg swoich zainteresowań także zewnętrze pogranicza UE. Jednym z takich obszarów położonych wzdłuż zewnętrznej granicy Unii, jest pogranicze polsko-ukraińskie. Doświadczenia urzędów statystycznych w Lublinie i Rzeszowie, związane z tworzeniem systemu informacyjnego na tym pograniczu, poprzedzone ogólnymi rozważaniami na temat zakresu, funkcji oraz głównych problemów metodologicznych statystyki regionalnej obszarów transgranicznych, składają się na treść artykułu.

The aim of this paper is to show possibilities of including the issue of borderland area within the scope of interest of regional statistics. It seems to be particularly up-to-date in conditions of changing border functions on the European continent. On the one hand, though, soft borders which are typical of integrated areas (characteristic of EU internal borders) increase in number, but on the other hand, there is a danger of regenerating of hard borders on the edge of European Union. In this state of affairs, regional statistics cannot confine itself to analysis regarding only borderlands within the Union, but it should also include external borderlands of EU in the scope of its interest. One of such borderlands is the one of Polish-Ukrainian. Since the 90s of XX c Statistical Offices in Lublin, Rzeszów, Lviv and Luck have been cooperating on this borderland, which has resulted in numerous statistical publications. The degree of the cooperation along with an increasing demand for statistical information, related to projects being carried out and financed from EU Structural Funds, recognize the necessity to create an Internet transborder Polish-Ukrainian data bank.

Specyfika regionów przygranicznych jest w dużej mierze zdeterminowana relacjami między sąsiadującymi ze sobą państwami. Dzisiejsza granica polsko-białoruska od zakończenia II wojny światowej do uzyskania przez Białoruś niepodległości stanowiła nieprzepuszczalną barierę przestrzenną. Obecnie jest ona zewnętrzną granicą Unii Europejskiej (od 1 maja 2004 r.) oraz strefy Schegen (od 21 grudnia 2007 r.). (...)Celem artykułu jest ukazanie przemian demograficznych, zarówno w zakresie ruchu naturalnego jak i migracji, jakie zaszły na początku XXI w. na pograniczu polsko-białoruskim. Ze względu na zróżnicowaną dostępność danych statystycznych analiza w przypadku zmian zaludnienia oraz ruchu naturalnego obejmuje lata 2000-2009, a w zakresie migracji okres 2000-2007. This article aims to show the demographic change, with particular emphasis on the natural movement of population and migration, which occurred at the beginning of the twenty-first century in the Polish-Belarusian borderland, in the Lubelskie and Podlaskie Voivodships as well as in Grodno and Brest Circuits. Due to the availability of statistical data detailed analysis of changes in the natural movement of population covers the years 2000-2009, and 2000-2007 for migration. The analysis e. a. shows, that both the Polish and Belarusian part of the border are of depopulation character, but demographic processes on the Belarusian side have a more rapid process than on the Polish side.
