The organization of local government differs between the countries of the European Union, and may involve one, two or three levels of local authority. A characteristic feature is the process of merger of districts and the development of cooperation between districts. There is an increase in the competences and powers assigned to authorities at regional level. The economic position of the local government sector within the system of public finances in EU countries is growing in significance. More than 25% of public revenue in the whole of the EU is made up of local government revenue, and almost 25% of public expenditure is local government sector expenditure. These amounts are equivalent to around 12% of GDP.

Research and development activity is one of the most compound functions in the industry. The article presents an attempt of analysis R&D activity conducted by Polish enterprises. Author describes expenditure on the R&D in Poland - their structure, participation of foreign means, directions of activity and confronted amounts of the expenditure incurred by enterprises in Poland relating to world companies.

The local government sector plays an important role in the Polish system of public finance. Local financial economy has certain specific features and is a tool for resource allocation in a market economy. The role of local government sector in the public finance system can be evaluated by analysing its share in the raising and spending of public resources. In 2010, there was a decrease in the share of local government revenue and expenditure in total government revenue and expenditure, as well as in relation to the GDP.

In order to calculate fiscal multipliers for Slovakia, the author uses a small open DSGE model of Slovakia constructed by Zeman and Senaj (2009) that is augmented by a more sophisticated fiscal sector, which comprises government expenditure components (consumption, investment and social transfers to liquidity-constrained households), as well as government revenue components (personal income taxes, employer social contributions, VAT (value-added tax) and a lump-sum tax). The Slovak government has laid out a plan of public finance consolidation for the period from 2013 to 2017 in order to meet the Fiscal Compact criteria. According to the fiscal multipliers calculated in this paper, the consolidation will cause an aggregate loss of 3.1% of GDP during this period, which turns out to be a more precise estimate than official government projections.

The article deals with consumption inequalities in Slovakia. Analysing household consumption behaviour is very important due to the existence of linkages between consumption and development on the labour market and it is also particularly important in regard to population ageing, as Slovakia belongs to the group of EU Member States moving from the youngest population at present to the oldest ones in the future. Through identifying expenditure elasticities by employing the Quadratic Almost Ideal Demand System (QUAIDS) in the analysis of nine groups of consumer goods and services we were able to define what low and high income households consider luxury goods and necessity goods. The results suggest that the development of income inequalities in Slovakia is not fully traced by consumption inequalities and that the financial and economic crisis has played an important role in determining consumption inequalities between low and high income households.

An important aspect of examining the standard of living is the differentiation according to the territorial (regional) of the studied populations. In this article the authors focused on characterizing the standard of living based on variable net cash expenditure and net cash income households converted to 1 household member in the individual regions of Slovakia (NUTS 2). The main benefit is the lesser known application methods in relation to the topic used in quantifying Gatev´s coefficient of dissimilarity of structures of selected indicators of living standards. The aim of this contribution was to show the possibility of using methods for measuring the similarity of structures, as well as application possibilities correspondent analysis for measuring regional disparities, which are reflected in varying levels of cash income and differentiated structures of net cash expenditure of households.

The paper focuses on the EU budget reform and defines structure and principles of the reformed expenditure side of the EU budget which supports political goals and priorities of the EU. It compares past reform proposals and up-to-date proposal of the multiannual financial framework published in June 2011. Based on the theory of fiscal federalism and Strategy Europe 2020 it is outlined what should be done in the future to meet the challenges of the new economic situation.

The aim of this paper is to analyse the development of innovations and research as the factors of building knowledge-based economy in the Slovak Republic. The phenomena of the technological progress are examined on data on exports in the EU countries and in the SR according to technological demands, the structure of innovating enterprises share by technological level, mutual dependence between innovations (measured by number of EPO patents) and economic performance (measured by means of GDP/capita). In this connection also the contributions of total factor productivity, capital, labour force, foreign direct investment and GERD on the GDP growth rate are analysed. The author identifies the basic deficiencies in research and innovations in Slovakia together with a proposal on how to overcome them.
