Omówiono sytuację sektora przedsiębiorstw w Polsce na tle sektora przedsiębiorstw Unii Europejskiej. Zanalizowano wsparcie rozwoju przedsiębiorczości ze środków europejskich. Dla porównania przedstawiono analizę SWOT polskich MSP po przystąpieniu do UE.

Polish entry into the European Union Structures has brought about many changes thus companies entered one common market. Poland as a member of the EU has gained access to European funds available within operational programmes which support small and medium enterproses development. This sector plays a particular role in Polish economy development. The most complex system of support in years 2004-2006 secured Sector Operation Programme - Competitiveness Development (SPO-WKP). In years 2007-2013 within Operationa Programme - Innovative Economy all activities within product innovation (products and services) prcess innovation, marketing and organization inn product and service sectors which enhance starting and development of innovative enterprises. Yet within Regional Operation Programmes and Operation Programme of Easter Poland Development it is predicted that subsidies for innovation shall carry small factor o diversion. (original abstract)

Autorzy omówili czynniki rozwoju przedsiębiorczości oraz jej infrastrukturalne uwarunkowania, poświęcając szczególną uwagę infrastrukturze komunalnej. Przedstawili także działalność spółek komunalnych w Krakowie, które stymulują rozwój infrastruktury komunalnej. Autorzy zajęli się również wpływem infrastruktury komunalnej na rozwój przedsiębiorczości w Krakowie.

Within the framework of territorial development of entrepreneurship are taken by local and regional action to support small and medium enterprises. Supporting entrepreneurs contributes to the development of the local government units, resulting in improved quality of life, which entrepreneurs can offer better or cheaper goods and services. Taking into account the infrastructure considerations for the development of enterprise should be noted that both the socio-economic development of the country, and the development of individual regions affect infrastructure (urban amenities). An important driving force of economic development is particularly on transport infrastructure and information and telecommunications. The main goal of this paper is to show how Cracow municipal infrastructure influences on development and support of entrepreneurship on this local scale of the economy. (original abstract)

Skuteczność programów wspierania małych i średnich przedsiębiorstw

The paper focuses on the challenge of assessment and evaluation of SME and entrepreneurship programmes. The first section of the paper aims to explain how a particular policy programme should be investigated and how to measure the additional benefits brought by the programme (additionality). In particularly, the "six steps to heaven" assessment of evaluation quality was described. The second section of the paper presents results of empirical research concerning evaluation of SME and entrepreneurship programmes and measurement of additionality. Studies have reported mixed results. The impact of programmes on firm performance is not always obvious, automatic or rapid. It was concluded that, inter alia, entrepreneurs and SMEs are very diverse and programmes should be sensitive to this in order to improve their effectiveness.

Niniejszy artykuł stanowi głos w debacie na temat nowych kierunków polityki społecznej i próbę powiązania ich z wcześniejszym okresem. W szczególności, wykorzystując rozróżnienie między neoliberalizmem ograniczającym i nieograniczającym, nawiązuje do szerszego, nierównomiernego procesu neoliberalizacji, który obejmuje budowanie nowych instytucji i rozwiązania w dziedzinie rządomyślności, mające na celu likwidację niedomagań oraz defektów wcześniejszych faz neoliberalizmu. Uznając zasadność krytyki kierowanej pod adresem zbyt wysokiego poziomu abstrakcji dotychczasowych rozważań opartych na tym podejściu, jak i niedostatecznego zastosowania go w badaniach empirycznych, podjąłem próbę analizy jednego obszaru polityki, a mianowicie ekonomii społecznej na jednym obszarze jurysdykcji politycznej, czyli w kanadyjskiej prowincji Québec. The business environment institutions may influence the development of regions. They provide services that encourage establishing and developing enterprises. We have to deal with the correlation in two directions, the development of a region depends on the quality of business environment institutions, and business environment institutions are dependent on the level and dynamics of the growth in the region which determine demand for business support services. The main purpose of this article was to evaluate activities of business environment institutions aimed at attracting and keeping foreign direct investment (FDI) in the Lodz region. With limited organizational and financial possibilities of public administration, business environment institutions may play an important part in attracting and keeping FDI in the region. They may also act as a liaison between the local government and entrepreneurs as well as perform some tasks that are not, for different reasons, performed by public administration.
