An important role in incorporating particular Member States in integration structures was played by matters relating to the apportionment of powers between the state authorities to decide on matters relating to membership in the EC/EU. The emergence and development of parliamentary committees for European affairs is connected with the desire to increase the impact of national legislative bodies on the European decision-making process and to provide the representative bodies with mechanisms ensuring real supervision over the actions of governments on the European scene. The committees for European affairs continue to have the nature of auxiliary bodies of parliament, however, due to the nature of problems undertaken by them, their high autonomy in relation to parliamentary chambers is evident. To some extent, even they replace parliamentary chambers in exercising their powers concerning the process of lawmaking in the EU. Recognizing this phenomenon, showing new trends in relations between parliament and its committee is therefore of great importance for the research in this fi eld.

W świetle postanowień art. 12 Traktatu o Unii Europejskiej na parlamentach narodowych spoczywa szczególna odpowiedzialność polityczna za dynamiczny rozwój Unii Europejskiej, określona przez Federalny Trybunał Konstytucyjny mianem „odpowiedzialności integracyjnej”. Pojęcie „odpowiedzialności integracyjnej” nabiera szczególnego znaczenia w kontekście kryzysu finansów publicznych, który swoimi skutkami dotknął szereg państw członkowskich, w tym m.in. Grecję, Hiszpanię, Irlandię oraz Portugalię. Kryzys finansowy uwypuklił mankamenty nie tylko ram prawnych i nadzorczych w Unii Europejskiej, ale także systemu koordynacji polityki gospodarczej - skutki tych ostatnich były szczególnie odczuwalne w ramach Unii Gospodarczej i Walutowej. Solidarność europejska, która stanowi jedną z podwalin procesów integracyjnych, wymaga zatem osiągnięcia szerokiego consensusu w sprawie pełnego zaangażowania parlamentów narodowych i Parlamentu Europejskiego w proces zarządzania UE.

In the light of the provisions of art. 12 of the Treaty on European Union, national parliaments bear a special political responsibility to ensure dynamic development of the European Union, referred to by the Federal Constitutional Court as “responsibility for integration”. The concept of “responsibility for integration” is particularly important in the context of the current public finance crisis, the consequences of which have affected a number of Member States, including Greece, Spain, Ireland and Portugal. The said financial crisis has embossed the existing shortcomings in the legal and supervisory framework of the European Union, as well as the coordination system of economic policy – the effects of the latter have recently been particularly felt in the Economic and Currency Union. Thus, the European solidarity, which constitutes one of the main foundations of integration processes, requires accomplishment of a broad consensus in terms of full engagement of national parliaments and the European Parliament in the process of EU management.
