Offset - mity i rzeczywistość

The article discusses a specific form of bilateral economic cooperation connected with purchases of arms and military equipment. Offset is a global phenomenon, an integral part of industrial -defense policy in advanced Western countries like Italy and Great Britain, countries in both Americas, Middle and Far East. The image of offset presented by the Polish mass media focuses on offset agreement with Lockheed Martin Corporation signed in parallel with F -16’s purchase, and criticism of some projects tied with this deal. It simply deforms picture of the offset phenomenon. It is therefore necessary to provide a description, and explain offset mechanisms and solutions in a global, European, and particularly Polish context. For a better explanation the article utilizes some examples of results generated by the implementation of the offset agreements. It includes a description of offset uniformity efforts undertaken by the European Defence Agency in the frame of the European Union policy, too. Polish representatives took an active part in this efforts.

This article is an attempt to analyze the implications of Brexit for the Common Security and Defence Policy. Along with a synthetic presentation of key points in the EU’s security and defence integration process, Britain’s hitherto involvement in these activities has been assessed as well. The article concludes with an outline of possible trends of change within the CSDP.

Artykuł jest próbą analizy konsekwencji Brexitu dla Wspólnej Polityki Bezpieczeństwa i Obrony Unii Europejskiej. Dokonano w nim syntezy kluczowych wydarzeń w procesie integracji w obszarze bezpieczeństwa i obrony UE, a także oceny dotychczasowego zaangażowania Wielkiej Brytanii w te działania. Artykuł kończy się nakreśleniem możliwych kierunków zmian w ramach WPBiO.
