In the process of creation of the farmers' social insurance system three stages have been distinguished, each characterized by the adoption of regulations in the form of legal acts. The first stage saw emergence and introduction of the institution of 'pension in return for land' and covered the years 1962 - 1977. This institution should be treated as a para-system in which social issues played a marginal role. The second stage - covering the years 1977 - 1990, gave the beginning to the proper insurance system whose application was based, however, on the principle of 'pension return for commodities'. Only those farmers could receive pensions who sold to the state the required quantity of products. The third stage of creation of the farmers' pension system, inaugurated in 1991, can be described as based on the modern model of 'pension in return for premium'. The system's governing principle at this stage was egalitarianism, with farmers contributing identical premiums regardless of the size of their farms.
