Russia’s government is a fulfillment of the cultural and political expectations of the society and a part of the elites who see in still somewhat unspecified authoritarianism the source of stabilization. The leader – the president / prime minister – who expresses the needs of an absolute sovereign – the state – and who has the “will” to monopolize completely the decision-making process, meets expectations of the society.This situtation of concetration of all the political power around the presidentail body and his loyal elites stabilizes the entire political system. Thus, authoritarianism becomes not only a necessity, but also the cultural and political value. One may ask, whether in the current situation in Russia, any other form of government is possible., Perhaps in a state which is so vast and varied, so full of contradictions and historical complexes and still so immature, a strong (maybe even authoritarian) political regime is the sole guarantee of stability.
Celem artykułu jest ocena bezpieczeństwa państw Europy Wschodniej w obliczu zagrożeń płynących ze strony Federacji Rosyjskiej (FR). W artykule dokonano oceny wyzwań strategicznych jakie stoją przed Organizacją Traktatu Północnoatlantyckiego (NATO) oraz wskazano na pożądane kierunki adaptacji NATO do zmieniających się uwarunkowań bezpieczeństwa międzynarodowego, szczególnie w odniesieniu do obszaru Europy Wschodniej. W artykule postawiono tezę, że polityka FR zmierza do rewizji ładu międzynarodowego ustanowionego po zakończeniu zimnej wojny i odbudowy przez nią własnej strefy wpływów. W środowisku bezpieczeństwa euroatlantyckiego powstają dylematy związane z planami przesuwania wojsk NATO na wschodni obszar odpowiedzialności traktatowej. Nie wiadomo jaka będzie reakcja Rosji, jeśli na terenie Polski powstaną stałe bazy wojsk amerykańskich. Na tym etapie możemy przypuszczać, że być może Rosja otworzy trzy lub więcej nowych baz podobnych do tych w Polsce, a być może pójdzie w kierunku dalszej militaryzacji obwodu Kaliningradzkiego i Białorusi. Niemniej, przeprowadzone badania wskazują, że przystąpienie państw Europy Wschodniej do Sojuszu Północnoatlantyckiego miało zasadnicze znaczenie dla bezpieczeństwa regionu. NATO obecnie stało się jednym z najważniejszych determinantów poczucia pewności w sferze militarnej i politycznej.

The aim of the article is to assess the security of Eastern European countries in the aspect of threats coming from Russia. The article assesses the strategic challenges facing NATO and indicates the desired directions for NATO's adaptation to changing international conditions. The thesis is aimed at demonstrating that Russia's imperial policy aims to revise the international order established after the end of the Cold War and to rebuild its sphere of influence. The importance of NATO is strictly dependent on the development of relations between the US and their European allies, as well as on the balance of power elsewhere in the world. The accession of some Central and Eastern European countries to the Alliance has become a very important factor affecting their security. It strengthened their position in relations with other countries, in particular with Russia, and also contributed to reducing tensions in bilateral relations (e.g. between Hungary and Slovakia, Hungary and Romania, as well as Poland and Lithuania), playing a stabilizing and preventive role. The conducted research indicates that the accession of Central and Eastern European countries to the North Atlantic Alliance had a huge impact on the security of the region. NATO has now become one of the most important determinants of confidence in the military and political sphere thanks to the guarantees that it guarantees and through the interests pursued by them.
