Gminy w regionach słabiej rozwiniętych (o niższym poziomie PKB na mieszkańca) cechuje wyższe uzależnienie od centralnie redystrybuowanych środków finansowych oraz na ogół niższy poziom zadłużenia. Obie charakterystyki są silnie związane z relatywnie niższą aktywnością inwe-stycyjną tych samorządów. Zwiększenie inicjatyw w zakresie modernizacji i unowocześniania lokalnych gospodarek przez samorządy wiąże się z poprawą ich potencjału dochodowego. Co prawda, w większości gmin położonych w słabiej rozwiniętych województwach relatywnie niższy udział zobowiązań pozostawia pewien margines na finansowanie takich przedsięwzięć długiem publicznym. Pamiętać należy, że margines ten jednak w ostatnich latach ulega systematycznemu zawężeniu. Sytuacja tych gmin sygnalizuje istotne zagrożenia, na przykład dla osiągania spójności społeczno-ekonomicznej, które powinny być także uwzględnione w pracach nad uregulowaniem kwestii dochodów i wydatków samorządowych.

Communes in the less developed regions (with lower level of GDP per capita) are characterized by stronger dependence on central redistribution of financial resources and usually lower level of debt. Both features are strongly connected with relatively smaller investment activities of these self-governments. Increase of initiatives in the field of modernization of local economies by self-governments is connected with improvement of their income potential. Although relatively lower level of debt of most of the communes leaves some margin to finance such activities by public borrowing, it must be remembered that the margin during last years was systematically narrowing. Situation of the communes reveals some essential threats, for example to achieve socio-economic cohesion. The threats should be taken into account during the work on regulation of the self-governments’ incomes and spending issues.
