The purpose of this study is to show that financial management in the firm is a tool for achieving stable firm growth and long-term firm stability while problems in firm financial management lead to the inability of firms to ensure sustainable growth of their value. This problem is relevant for firms in all countries. The main objectives of this paper are: to analyse dynamics of value of the largest Latvian firms, to determine the drivers of these dynamics and to establish the main problems slowing the growth of firm value, which are related to the drawbacks in financial management, and to provide suggestions for solving these problems. This study analyses financial management processes and identifies several key problems in financial management.

Proces zarządzania finansami w jednostkach samorządu terytorialnego oparty jest na elementach planowania krótko- i długoterminowego. W ujęciu krótkoterminowym podstawowym narzędziem planistycznym jest budżet roczny. Z puntu widzenia horyzontu długoterminowego podstawowym dokumentem wydaje się wieloletnia prognoza finansowa. Pytaniem badawczym jest odpowiedź na pytanie, czy jest to adekwatne narzędzie w procesie zarządzania finansami, czy tylko dokument wypełniający obowiązki ustawowe. Analizę oparto na obowiązujących regulacjach prawnych oraz podstawach teoretycznych procesu zarządzania finansami w ujęciu krótko- i długoterminowym.

The process of financial management in local government units is based on elements of short and long term planning. In the short term basic planning tool is the annual budget. From the point of view of the long-term horizon basic document appears to be a long-term financial forecast. Research question is to answer the question of whether this is the appropriate tool in the process of financial management, or just a document filling statutory obligations. The analysis was based on legal regulations and the theoretical foundations of the process of financial management in terms of short and long term.

In Poland, following a period of what might be described as civic euphoria resulting from the fall of the communist system and the reactivation of local self-government in 1990, there has more recently been observed a weakening of public involvement in local government activity, along with attitudes reflecting a kind of civic apathy. Under such conditions, there is understandably a growing interest, among both theoreticians in the field of local finance and those involved in local government in practice, in the concept of a participatory budget as an instrument of direct democracy and a mechanism for participation by local residents in public expenditure decision-making. The purpose of this article is not only to identify the basic advantages of a participatory budget as an instrument for the rationalisation of local public expenditure, but also to point out the main dysfunctions of Polish participatory budgets. The author tries to answer the question of how far the actions initiated by the authorities of particular cities indicate a real desire to take direct account of the preferences of local communities in determining the priorities of public spending, and how far it is simply a kind of game being played with the public, a ritual and superficial form of social participation giving citizens an illusion of involvement in decision-making and distracting them from the real systemic problems of Polish local finance.

Long-term financial forecast compiled mandatory since 2011 by local government units had to be a document containing not only the prediction on the basic financial categories, but also implemented projects. Already after the first year of application could meet up with the opinion that long-term financial forecast is not a perfect document planning and the management, and records of long-term financial forecast included in the Public Finance Act of 2009, were rated as imprecise. Most of doubt aroused realism of data, Long-term financial forecast compatibility with the budget resolution, the powers of local government bodies in the field of making various changes during the financial year as well as issues related to the list of projects. It seems that from the point of view of the Ministry of Finance, the purpose for which it was introduced long-term financial forecast has been reached. Ministry of Finance from 2013 to date monitor the financial condition of local governments, including the level of income, expenditure, deficit and debt of local government units for the financial year and the next three years, thanks to the obligation of the electronic transmission of resolutions and ordinances on long-term financial forecast. The article indicated some aspects of very controversial in the preparation of longterm financial forecast while attempting to answer the question whether long-term financial forecast has fulfilled its role as an instrument of financial management?
