Własność państwowa a wolny rynek – przykład krajów Europy Środkowo-Wschodniej

Celem artykułu jest wskazanie, jakie skutki dla wolnego rynku może mieć działalność przedsiębiorstw państwowych i kontrolowanych przez państwo. Porównano skalę zaangażowania właścicielskiego Skarbu Państwa w 7 krajach postsocjalistycznych Europy Środkowo-Wschodniej, opierając się na danych jednostkowych dużych przedsiębiorstw niefinansowych. Największy zakres domeny państwowej występuje w Polsce i na Węgrzech. Przedsiębiorstwa te dominują w sektorach produkcji energii, przemysłu naftowego i gazowego oraz transportu. Do zagrożeń wolnego rynku należą: nierówne traktowanie podmiotów gospodarujących ze względu na strukturę własności, wysokie bariery wejścia, klientelizm, renacjonalizacje przedsiębiorstw.

An article aims to indicate how state ownership can have impact on free market. The scale of state ownership in the big non-financial enterprises in 7 CEE countries are compared in 2014. The state is dominant in Hungary and Poland. State-owned and controlled enterprises are dominant in energy supply, oil and gas sector and transport. The key threats to free market are: unequal treatment of economic agents according to the ownership structure, high barriers to entry, clientelism, renationalization of enterprises.
