Zakres wykorzystania środków finansowych pochodzących z Europejskiego Funduszu Społecznego w polityce edukacyjnej w Polsce

W opracowaniu podjęta została problematyka wykorzystania funduszy strukturalnych w finansowaniu edukacji w Polsce. Mając na uwadze, że dominujące znaczenie w tym zakresie ma Europejski Fundusz Społeczny (EFS), za główny cel pracy przyjęto analizę wykorzystania środków pochodzących z tego funduszu. Struktura opracowania jest odzwierciedleniem przyjętych celów szczegółowych. Obejmuje ona rozważania o charakterze teoretyczno-kompilacyjnym dotyczące kształtu polityki edukacyjnej w Polsce oraz zakresu zastosowania środków pochodzących z funduszy europejskich w finansowaniu tej polityki. W części empirycznej pracy analizie poddano stopień i zakres wykorzystania środków z EFS w latach 2007-2015. Przeprowadzone badania umożliwiły sformułowanie wniosków i spostrzeżeń dotyczących podjętej problematyki. Stanowiły one podstawę do nakreślenia wyzwań stojących przed instytucjami zaangażowanymi w podział i wydatkowanie środków przeznaczonych na finansowanie edukacji w nowej perspektywie finansowej na lata 2014-2020.

The study considers the issue of the use of structural funds in the financing of education in Poland. Taking into account that the dominant role in this area has the European Social Fund (ESF), the main objective of the study is to analyse the use of resources from this fund. The structure of the study reflects specified detailed objectives. It includes some theoretical discussion on the shape of education policy in Poland and the scope of funds from the European funds in the financing of this policy. In empirical part of the study the degree and extent of use of the ESF in 2007-2015 was analysed. Conducted researches allows authors to formulate a number of conclusions and observations considering the taken issue. Afterwards these observations make the basis for determining the challenges which the institutions involved in the division and disbursement of funds for the financing of education may face in the new financial perspective for 2014-2020.
