The right to social security is implemented primarily through the social security system – the basic public program implementing social security in Poland. Social insurance is implemented by the Social Insurance Fund, ie the stateowned special purpose fund, which is managed by the Social Insurance Institution. Its funds are primarily used for the payment of social security benefits. The implementation of the social security law has a specific financial dimension. The answer to the question of how much the implementation of this law requires is systemic analysis and evaluation.

Prawo do zabezpieczenia społecznego realizowane jest przede wszystkim za pomocą systemu ubezpieczeń społecznych – podstawowego programu publicznego realizującego zabezpieczenie społeczne w Polsce. Zadania z zakresu ubezpieczeń społecznych realizuje Fundusz Ubezpieczeń Społecznych, czyli państwowy fundusz celowy, którego dysponentem jest Zakład Ubezpieczeń Społecznych. Jego środki przeznaczane są przede wszystkim na wypłatę świadczeń z ubezpieczeń społecznych. Realizacja prawa do zabezpieczenia społecznego ma konkretny wymiar finansowy. Odpowiedź na pytanie, ile kosztuje realizacja tego prawa, wymaga systemowej analizy i oceny.
