Zgodnie z założeniami zrównoważonego rozwoju synergiczność aspektów ekonomicznych, społecznych i środowiskowych zapewnia bezpieczeństwo zarówno człowiekowi, środowisku, jak i gospodarce. Ważną składową realizacji zrównoważonego rozwoju stanowi polityka w zakresie usług publicznych, w tym gospodarka komunalna. Jest ona tą sferą życia społeczno-gospodarczego, w której w ostatnich latach w Polsce dokonuje się radykalna transformacja. Głównym kierunkiem procesu przemian są działania na rzecz szeroko rozumianej ochrony środowiska. Celem artykułu jest diagnoza i ocena uwarunkowań oraz wyzwań rozwoju rynku dóbr i usług ekologicznych. Artykuł prezentuje wybrane aspekty rozwoju rynku dóbr i usług ekologicznych w Polsce z odwołaniem do badań empirycznych przeprowadzonych w gminach województwa śląskiego

The guidelines of sustainable development indicate a synergy of economic, social and environmental aspects that ensure security of people, environment and economy altogether. The public services and municipal services within them are an important part of sustainable development policy. The municipal economy is the part of socioeconomic life that has been radically transformed in Poland in the last years. The main changes are in the activities in environmental protection. The aim of this paper is to identify and assess the conditions and challenges of the market of ecological goods and services. The paper presents the selected aspects of development of the market of ecological goods and services in Poland with a reference to the empirical studies in municipalities of Silesia.

The article presents issue related to the organisational, legal framework and ownership changes in the Polish municipal economy on the background of countries of Western Europe. The author has attempted to answer the question, which model of the organisation of municipal services choose Polish local governments and in what phase of the privatisation-regulation cycle is Polish municipal economy. The article consist of four parts. The first two chapters presents models of the organisation of municipal services and privatisation-regulation cycle in municipal economy, in West Europe. The next chapters consist of the analysis of the the organisational, legal framework and ownership changes in the Polish municipal economy.
