Nowy model finansowania szpitali w Polsce – szanse i zagrożenia

Wzrost potrzeb zdrowotnych społeczeństwa przy ograniczonych możliwościach finansowania stanowi wyzwanie, mające na celu znalezienie optymalnych mechanizmów finansowania świadczeń zdrowotnych. W opracowaniu przedstawiono kolejne etapy reformy systemu opieki zdrowotnej w Polsce od 1999 r. Wskazano najważniejszych uczestników systemu opieki zdrowotnej oraz oczekiwane efekty. Przeanalizowano kolejne etapy reformowania systemu opieki zdrowotnej, stanowiące punkt odniesienia do analizy szans i zagrożeń nowego mechanizmu finansowania szpitali. Kluczową zmianą w leczeniu szpitalnym ma być ustalenie sieci szpitali i zagwarantowanie określonego poziomu finansowania. Proponowane rozwiązania budzą nadzieje na poprawę dostępności do świadczeń zdrowotnych. Jednocześnie można zauważyć zagrożenia dla zachowania równowagi finansowej oraz efektywności w polskim systemie ochrony zdrowia. Badanie przeprowadzono metodą analizy aktów prawnych, danych statystycznych, studiów literaturowych i obserwacji bezpośredniej.

Increase in the health needs of society with limited funding opportunities provides challenges for searching for optimal mechanisms for financing health services. The study shows the successive stages of health care reform in Poland from 1999. Indicated the most important participants in the health care system, and the expected results. Examined the steps of reforming the health care system, which is a reference point for the analysis of opportunities and risks of a new mechanism for financing health care. A key change in the treatment of the hospital should be to establish a network of hospitals and to ensure a certain level of funding. Proposed solutions to raise hopes for improving accessibility to health services. At the same time, the threat can be observed for the sake of financial stability and efficiency in the Polish health system. The study was conducted by the analysis.
