The growing significance of the real estate market prompts investors to search for factors and variables which support cohesive analyses of real estate markets, market comparisons based on diverse criteria and determination of market potential. The specificity of the real estate market is determined by the unique attributes of property. The Authors assume that developing real estate market ratings identifies the types of information and factors which affect decision-making on real estate markets. The main objective of real estate market ratings is to create a universal and standardized classification system for evaluating the real estate market. One of the most important problems in this area is collecting appropriate features of real estate market and development dataset. The main problem involves the selection and application of appropriate features, which would be relevant to the specificity of information related to the real estate market and create a kind of coherent system aiding the decision-making process. The main aim of this study is the optimization of set of variables that were used to develop the real estate market ratings. For this purpose, Hellwig’s method of integral capacity of information was applied. In this particular case, the method shows what set of variables provides information most sufficiently. The results lead to obtaining the necessary set of features that constitute essential information which describes the situation on the local real estate market.
Research background: Quality of life is viewed as the degree of people's satisfaction of various needs, especially including material, spiritual, safety-related needs and life aspirations. The aspects taken into consideration are economic, spatial, environmental and cultural ones. Quality of life is therefore determined by various conditions in which a human lives and the source of which is the hierarchy of needs and a value system. At the same time, quality of life can be viewed in terms of collectivity (objective aspect) and an individual's evaluation (subjective aspect). The former view shapes the existing living conditions and the latter results from the satisfaction from a specific person's life, experiences and ambitions. The multidimensionality of the quality of life categories translates into difficulties in defining and measuring it, and constitutes an interesting research object. Purpose of the article: The purpose of the article is to diagnose and evaluate the variety of the quality of life in Polish voivodeships, in objective terms by building a synthetic measure allowing for estimating inequalities in the quality of life of regional communities. It was assumed that quality of life will be characterised by indicators grouped into the following areas: material living conditions, economic activity, health, education and living environment quality. Methods: The main method used for measuring quality of life is the linear ordering based on Z. Hellwig's taxonomic measure which allows for organising voivodeships in terms of the quality of life of communities. Additionally, the cluster analysis (Ward's agglomerative grouping method) was used, which allowed for distinguishing voivodeships similar in terms of the analysed phenomenon. Findings & Value added: During the realisation of the research goal, special attention was paid to the complexity of the quality of life issue and its measurement in terms of economy and rather important varieties in voivodeships were emphasized. The conducted analysis allowed for distinguishing groups of regions with the highest, high, low and the lowest quality of life.
Research background: Social and economic development involves a broad spectrum of social, economic and spatial phenomena. The multi-faceted nature of regional development arises directly from the fact that it is shaped by multiple factors. Current discourse emphasises the role of endogenous factors, which indicate the specific nature and the distinctive features of the given territory. Mobilising the endogenous potential ensures stable regional development dynamics. At the moment, one of the fundamental economic problems are the increasing differences in the development of specific regions. Purpose of the article: The purpose of this study is to assess the differentiation of the social and economic level development of Polish Voivodeships, applying the selected assessment methods for the years 2010 and 2015, draw up a rank list of regional units according to their development levels, and identify the groups of Voivodeships sharing similar development levels. The indicators used in this study, characterising the level of the social and economic development, have been systematised according to the following areas: demographics and labour market, regional entrepreneurship, local economy structure, innovation and research & development activities, technical infrastructure, social infrastructure, and the condition and protection of the natural environment. Methods: The level of the social and economic development of Polish Voivodeships was assessed using Zdzisław Hellwig's development pattern method, which made it possible to rank them according to the level of development of Polish Voivodeship. The methodology is supplemented by Ward's agglomerative clustering method, which made it possible to distinguish other Voivodeships according to the analysed phenomenon. The Voivodeship clustering method used Jenks' natural breaks classification method. Findings & Value added: Pursuing the research aims, the authors focused in particular on clear spatial differences. Through the analysis we were able to identify the changes in the social and economic development processes of the Polish regions. The Voivodeships were divided into groups according to their development level: the highest, high, low and the lowest.
Jakość życia postrzega się najczęściej jako stopień zaspokojenia przez ludzi potrzeb o różnorodnym charakterze. Zainteresowanie jakością życia w życiu publicznym obserwuje się zawsze. Wynika to z faktu, iż jakość życia dotyczy wszystkich ludzi i w ogólnym ujęciu jest utożsamiana ze szczęściem, zadowoleniem, satysfakcją z życia. Jednocześnie jest to kategoria, którą warunkuje wiele czynników zarówno osobistych, jak i społecznych, w tym m.in.: zdrowie, warunki życia, środowisko przyrodnicze w miejscu zamieszkania, aktywność zawodowa i obywatelska, bezpieczeństwo publiczne, działalność kulturalna i rekreacyjna, edukacja, relacje społeczne. Dodatkowo, jest trudna do oceny z uwagi na subiektywny i obiektywny aspekt jej pomiaru. Celem artykułu jest ocena jakości życia mieszkańców polskich województw według kluczowych jej obszarów. W przedmiotowym opracowaniu pomiar poziomu jakości życia przeprowadzono dla 2016 roku i obejmuje on obiektywną ocenę jakości życia w polskich województwach, z uwzględnieniem aspektu subiektywnego. Wykorzystano tu taksonomiczną metodę Z. Hellwiga dla oceny poziomu jakości życia, która pozwoliła na diagnozę zróżnicowań międzywojewódzkich. Jakość życia w polskich regionach, w świetle badań, jest znacząco zróżnicowana. Uwidacznia się podział województw na Polskę Wschodnią o niższym poziomie jakości życia i Polskę Zachodnią o wyższym poziomie jakości życia. Przeprowadzona analiza pozwoliła wyodrębnić grupy regionów o najwyższym, wysokim, średnim i najniższym poziomie jakości życia.

The quality of life is often perceived as an extent of fulfiling a variety of needs by people. The quality of life has always been in the centre of public interest. The reasons are that life quality concerns all people, and is generally equated with happiness, contentment and satisfaction with life. At the same time, this concept is determined by many conditions, both personal and social, including, among others, health, living conditions, natural environment, professional life and civic participation, public safety, cultural and recreational activities, education, and social relations. Additionally, the category is difficult to measure as both subjective and objective aspects of measurement are involved. The aim of the paper is to assess the quality of life of inhabitants of Poland’s provinces according to its key areas. Measurements covered the year of 2016 and included an objective assessment of the quality of life in the provinces. However, the subjective aspect was also accounted for. Hellwig’s taxonomic method was used for the assessment of life quality. The method made it possible to identify differences between the provinces in this respect. The quality of life in Polish regions in the light of the research is significantly diversified. The division of provinces into Eastern Poland with a lower quality of life and the Polish West with a higher quality of life is visible. The analysis performed allowed to distinguish the regions with the highest, high, low and very low level of the quality of life.
The article consists of two parts. In the first part, the author focuses on definitions connected with the creative sector in the form of creative industries and cultural institutions. In addition, the basic characteristics of the development of creative industries in large cities in Central and Eastern Europe are presented. The goal of the empirical part is the calculation of a comprehensive index based on collected data and the preparation of a cultural attractiveness ranking of regional capital cities in Poland. The analysis includes 18 cities, as two regions – Kujawsko-Pomorskie and Lubuskie – each have two capital cities. The research uses Hellwig’s taxonomic method.

Artykuł składa się z dwóch części. Pierwsza z nich ma charakter teoretyczny. Wyjaśniono w niej podstawowe pojęcia używane w opracowaniu, jak sektor kreatywny czy działalności twórcze. Następnie przedstawiono cechy związane z rozwojem kultury charakteryzujące współczesne miasta, ze szczególnym uwzględnieniem miast Europy Środkowo-Wschodniej. W części empirycznej celem analizy było sporządzenie rankingu miast na podstawie zestawu cech odnoszących się do poziomu rozwoju sektora kultury. Obliczenia przeprowadzono dla 18 miast wojewódzkich w Polsce ( w przypadku województwa kujawsko-pomorskiego wzięto pod uwagę zarówno Bydgoszcz, jak i Toruń, dla lubuskiego natomiast – Zieloną Górę i Gorzów Wielkopolski ). Wykorzystano w tym celu jedną z metod taksonomii numerycznej – metodę wzorca rozwoju Hellwiga.
W artykule przedstawiono wykorzystanie metod analizy wielowymiarowej za pomocą, których został zbadany potencjał innowacyjny Polski. Z wielu czynników wpływających na rozwój oraz utrzymanie potencjału gospodarczego wybrano 5 cech. Na podstawie wybranych cech dokonano badania metodą unitaryzacji zerowanej oraz metodą Hellwiga. Badanie wykazało, że wybór metody do analizy wielowymiarowej ma niewielki wpływ na grupowanie poszczególnych obszarów na terenie Polski. Rankingi różniły się w przypadku regionów najsłabiej rozwiniętych.

The article will outlined the application of multidimensional analysis by which the innovative potential of Poland will be examined. From numerous factors influencing the development and maintenance of economic potential, 5 features were distinguished. On the basis of distinguished features the examination was made by the use of zero unitarization method as well as Hellwig’s method. The examination showed that the choice of method for multidimensional analysis has little effect on grouping of particular woj. of Poland. Rankings differed in the case of the least developed regions.
Edukacja jest dziedziną niepodlegającą ujednoliceniu w Unii Europejskiej. Systemy edukacji w krajach UE różnią się między innymi w zakresie: źródeł finansowania, sposobów realizacji edukacji podstawowej, udziału w systemie kształcenia i szkoleń, funkcjonowania szkolnictwa wyższego. Głównym celem prezentowanego badania jest porównanie systemów edukacji w krajach członkowskich UE przy zastosowaniu statystycznych metod porządkowania liniowego obiektów. W niniejszym badaniu przyjęto pogląd o niższej efektywności pojedynczych wskaźników charakteryzujących edukację. W badaniu skoncentrowano się na syntetycznej ocenie edukacji w krajach UE; w tym celu wykorzystano wzorcową metodę klasyfikacji Hellwiga. Takie podejście umożliwiło zbudowanie rankingu i poznanie dystansu dzielącego Polskę od najlepszego (wzorcowego) sytemu edukacji.

Education is a field which is not subject to unification in the European Union. Education systems in the EU countries differ, among others, in terms of: sources of funding, provision of basic education, participation in the education and training system, and functioning of higher education. The main aim of the present study is to compare education systems in EU Member States using statistical methods of linear ordering of objects. The study posits lower effectiveness of individual indicators that characterize education. It is focused on a synthetic evaluation of education in EU countries using Hellwig’s modelling method. This approach makes it possible to prepare a ranking and to determine the distance separating Poland from the best (model) education system.
Целью обследования является разработка рейтинга 18 городов на основе признаков касающихся фондов и активности в области культуры. Исчисления были проведены для 18 воеводских городов а также для городов Торунь и Гожув Велькопольски. В исчислениях был использован метод образца развития Гельвига. Статья состоится из двух частей — теоретической и эмпирической. В теоретической части обсуждается растущая роль сектора культуры в современной экономике. Были представлены отрасли культуры состаля-ющие сектор культуры, а также проблемы финансирования культуры в национальной экономике.

Celem badania jest sporządzenie rankingu 18 miast na podstawie cech odnoszących się do zasobów i aktywności w zakresie kultury. Obliczenia przeprowadzono dla 18 miast wojewódzkich oraz Torunia oraz Gorzowa Wielkopolskiego. W obliczeniach tych wykorzystano metodę wzorca rozwoju Hellwiga. Artykuł składa się z części teoretycznej i empirycznej. Część teoretyczną poświęcono rosnącej roli sektora kultury we współczesnej gospodarce. Opisano dziedziny zaliczane do sektora kultury oraz zarysowano problemy związane z finansowaniem kultury w gospodarce narodowej.

The aim of the study is to draw up a ranking of 18 cities on the basis of characteristics related to resources and activities in the field of culture. Calculations were performed for 16 provincial (voivodship) cities and Toruń and Gorzów Wielkopolski. In this calculation method was used Hellwig development pattern. The article consists of two parts: theoretical and empirical. Theoretical part is devoted to the growing role of the cultural sector in the modern economy. The fields included in the cultural sector as well as problems with the financing of culture in the national economy are described.
Wiedza i innowacje stanowią podstawowy nośnik procesów rozwoju. Potwierdza to reorientacja polityki Unii Europejskiej na lata 2014–2020, w ramach której zdynamizowanie budowy gospodarki wiedzy i innowacji, dążenie do efektywnego wykorzystania proinnowacyjnych zasobów oraz wzmacnianie systemów innowacji postrzegane jest jako podstawowy wymiar oddziaływania gospodarczego. Celem artykułu jest identyfikacja i ocena poziomu innowacyjności Polski na tle krajów Unii Europejskiej w latach 2011 i 2016. Do oceny potencjału innowacyjnego wykorzystano nakłady na działalność badawczo-rozwojową (B+R), zatrudnienie w tego rodzaju działalności oraz wskaźniki odnoszące się do efektów działalności innowacyjnej w postaci ochrony własności intelektualnej i przemysłowej. W wyniku badań zidentyfikowano grupy krajów o najwyższym, wysokim, niskim i bardzo niskim poziomie innowacyjności. Na tle krajów UE pokazano pozycję innowacyjną Polski, która znalazła się w 2016 roku w grupie państw o niskim poziomie innowacyjności. Ponadto w badaniach wykorzystano syntetyczny wskaźnik Summary Innovation Index (SII), na podstawie którego Polska znalazła się w obu badanych latach w grupie umiarkowanych innowatorów zajmując 23. i 24. pozycję.

From a longer time perspective, both the development and competitiveness of individual EU member states are substantially related to enhanced innovativeness. Observation of changes in the level of innovativeness makes it possible to evaluate the effectiveness of the pro-innovation policy, and to identify the areas in which relevant action is required to be taken. The aim of the paper is to identify and assess Poland’s innovativeness level and changes taking place in this respect. That was done against the background of the EU member states and covered the years of 2011 6and 2016. To that end, Summary Innovation Index (SII) and the Hellwig’s development pattern method were employed. The resultant analysis made it possible to identify changes in the development of Poland’s innovativeness and compare that with other EU countries.
The article attempts to assess the level of use of information technologies in Polish enterprises against the background of selected European countries. This original research has shown inequalities in the use of information technologies by enterprises from European countries. Based on the results of the research, it was ascertained that the level of use of information and communication technologies by Polish enterprises is low. Poland was placed 24th in the ranking of countries covered by the study. A weakness of Polish enterprises is the relatively low level of use of cloud computing services and social media. Poland performs best in terms of Internet access and IT use in termsof integrating internal processes as well as contacts with customers, suppliers, and supply chain management. The adopted diagnostic features show that the highest level of use of information and communication technologies in enterprises can be found in Denmark, Finland, the Netherlands, and Ireland. The countries with the lowest levels of ICT use by enterprises are Greece, Latvia, Hungary, Bulgaria and Romania.

W artykule podjęto próbę oceny poziomu wykorzystania technologii informacyjnych w polskich przedsiębiorstwach na tle wybranych państw europejskich. Badania własne wykazały nierówności w zakresie wykorzystania technologii informacyjnych przez przedsiębiorstwa krajów europejskich. W świetle wyników badań własnych poziom wykorzystania technologii informacyjno- komunikacyjnych przez polskie przedsiębiorstwa jest niski. Polska uplasowała się na 24. pozycji w rankingu krajów objętych badaniem. Słabością polskich przedsiębiorstw jest relatywnie niski poziom wykorzystywania usług przetwarzania w chmurze oraz mediów społecznościowych. Polska wypada najlepiej pod względem dostępu do Internetu i wykorzystania IT w zakresie integrowania procesów wewnętrznych oraz kontaktów z klientami, dostawcami, zarządzania łańcuchem. W świetle przyjętych cech diagnostycznych najwyższy poziom wykorzystania technologii informacyjno-komunikacyjnych w przedsiębiorstwach jest charakterystyczny dla: Danii, Finlandii, Holandii, Irlandii. Krajami o najniższym poziomie wykorzystania technologii informacyjno-komunikacyjnych przez przedsiębiorstwa są: Grecja, Łotwa, Węgry, Bułgaria i Rumunia.
