The aim of this article is to describe the rules for the use of the European Social Fund and the assistance provided under the Human Capital Operational Programme, in particular to draw attention to one of his priorities - Market open to everyone. One of the possible actions that the priority is to grant to start a business that contributes to the development of entrepreneurship in Poland. This report presents the results of the use of European funds allocated for this purpose and the number of people who benefited from the assistance offered in the different provinces.

Artykuł jest poświęcony wsparciu działalności gospodarczej w Polsce ze środków Europejskiego Funduszu Społecznego. Wartością dodaną artykułu jest prezentacja wyników badań własnych dotyczących efektów udzielanych dotacji na rozpoczęcie działalności gospodarczej finansowa-nych ze środków EFS, realizowanych w ramach Programu Operacyjnego Kapitał Ludzki działanie 6.2 „Wsparcie oraz promocja przedsiębiorczo-ści i samozatrudnienia” oraz poddziałanie 8.1.2 „Wsparcie procesów adaptacyjnych i modernizacyjnych w regionie”. W ankiecie zadano m.in. pytania o przyczyny rozpoczęcia działalności gospodarczej, efekty, jakie przyniosła otrzymana dotacja oraz o strukturę zatrudnienia w powstałej firmie. Zapytano również o znaczenie funduszy unijnych w finansowaniu inwestycji, przeżywalność firmy oraz ocenę projektów PO KL realizo-wanych w latach 2007-2013.

The article is dedicated to the co-financing of economic activity in Po-land from the European Social Fund. The added value of the article is a presentation of the findings of the own research which concerned ef-fects of a business start-up subsidy financed by the EFS and implemented by the Human Capital Operational Programme point 6.2 and Human Capital Operational Programme point 8.1.2. The survey questions con-cerned, among others, motivations for establishing business activity, ef-fects of the subsidy and the employment structure of the resulting com-pany. Furthermore, there were questions on the role of EU funds in fi-nancing the investments. Certain important questions concerned the sur-vival and evaluation of the projects carried out by HC OP in the years 2007-2013.
