We współczesnym państwie demokratycznym człowiek domaga się zwiększenia praw (nazywanych socjalnymi), gwarantujących bezpieczną przyszłość, ochronę socjalną na wypadek bezrobocia, utraty zdrowia czy też związanych z innymi nieprzewidzianymi okolicznościami, skutkującymi niekorzystnymi konsekwencjami. Domaga się także poszerzenia praw politycznych, czyli tych, które w ścisłym tego słowa znaczeniu wpływają na istotę wolności jego i innych osób, a w konsekwencji – na kształt, zasięg i wartość procedur demokratycznych, konkretyzowanych w wymiarze lokalnym (np. gmina) czy generalnym (np. w skali całego państwa). Określają one ten specjalny status prawny jednostki, który dotyczy wpływu obywateli na decyzje, podejmowane w sferze publicznej, określa ich aktywność w życiu społecznym, uczestnictwo w różnego typu organizacjach

During the times of the Polish Third Republic, the local discussions on the model of local government focused, amongst other things, on the issue of the essence of decision-making, the supervisory power and the executive power. The third level created in this manner was in the form of districts, which took over a lot of tasks and competences which used to be the responsibilities of communal national councils. However, such districts operating in a system of homogenous government administration, primarily represented the government’s interests. The marginalization of the democratic order by „elitarization” and oligarchization of the representatives of local government bodies and officials, became an equally disturbing phenomenon. In consequence, it still happens that positions are treated as spoils after a victorious election, thus becoming a reflection of family, social or purely business connections, and local government elites resent all institutional changes aimed at increasing citizens’ participation in political life for fear of social supervision of their actions. In a consumer society (dominated by individuals and minority groups forming privileged interest groups), communities have become wishful thinking and the average inhabitant of an urban or rural area does not have influence on the actions and decisions of the local government administration. It becomes the object and not the subject of power impact. In this situation, it seems necessary to look for new legal solutions aimed at changing the form of the participation of inhabitants in planning and implementing tasks, among other things, by implementing, for example: social consultations, citizen hearing, questions and citizen legislative initiative.
The article discusses the idea of regionalism and its place in the agenda and activity of Unia Wielkopolan [Union of Wielkopolanie]. Unia Wielkopolan (UW) is one of the oldest organisations (societies) in the III Republic of Poland concentrated on the promotion of Wielkopolska’s regionalism still operating today. The text presents the political proposals by UW as well as its activity in the fields of culture, economy and society. It discusses the most important initiatives, range of activity and methods (tools) used to achieve UW statutory aims. Additionally, the functioning of UW is presented in a broader political context. Author also attempts to place organisation’s activity within the variety of societies sharing very similar aims, therefore emphasising the importance of this organisation in the local and regional perspectives. Main goal of UW today is promoting local entrepreneurship. Organisation’s trademark is well functioning Wielkopolski Instytut Jakości [Wielkopolska’s Institute of Quality]. Today, the Union is one of the oldest societies, alongside Zrzeszenie Kaszubsko-Pomorskie and Ruch Autonomii Śląska, bravely and uncompromisingly supporting the regional character of the III Republic of Poland. However, the range of its influences and activity is not so wide as it used to be at the beginning of the 1990s.

W artykule dokonano analizy promocji regionalizmu w działalności Unii Wielkopolan. Unia Wielkopolan (UW) jest jedną z najstarszych organizacji (stowarzyszeń) w III RP, której zadania i cele koncentrują się na promocji szeroko rozumianego regionalizmu, lokalnej przedsiębiorczości, edukacji i historycznego dziedzictwa regionu. Tekst przedstawia propozycje polityczne zgłaszane przez UW, a także omawia działalność w dziedzinie kulturalnej, gospodarczej (ekonomicznej) i społecznej. Zwrócono także uwagę na najważniejsze inicjatywy stowarzyszenia. Analizę usytuowano w szerszym kontekście, uwzględniającym transformację polityczną, społeczną i ekonomiczną III RP. Działalność UW osadzono na tle aktywności innych organizacji krajowych promujących idee regionalizmu. „Okrętem flagowym” Unii pozostał dobrze prosperujący Wielkopolski Instytut Jakości. Unia Wielkopolan jest jednym z najstarszych, obok Zrzeszenia Kaszubsko- Pomorskiego i Ruchu Autonomii Śląska, stowarzyszeń odważnie i bezkompromisowo opowiadających się za regionalnym kształtem III Rzeczypospolitej. Obecnie zakres jej wpływów i oddziaływanie nie są już tak duże, jak na początku lat 90. XX w.
The paper discusses threats to Polish culture. The author provides the classification of these threats given by Polish academics and points out that it is still a new field of study and needs even more attention. The author described in detail the threats to Polish language, national film, theater, readership and monuments. He indicates the institutions which should be responsible for the maintenance of Polish culture and the proper laws and acts that should also creatively develop Polish culture. Since 1989 there has been a steady process of degradation of Polish cultural life and efforts to prevent this have been ineffective.

Artykuł dotyczy niebezpieczeństw, które zagrażają kulturze polskiej. Autor podaje ogólną klasyfi kację zagrożeń, która została wypracowana przez polskich naukowców. Zauważa, że jest to nowa dziedzina, która wymaga jeszcze wielu prac jej poświęconych. W sposób szczegółowy Autor opisał zagrożenia dla języka polskiego, rodzimego fi lmu, teatru, czytelnictwa czy zabytków. Wskazał na instytucje, które powinny dbać o zachowanie polskiej kultury, jak również na odpowiednie dokumenty (ustawy), mające nie tylko ją zachować, ale także w sposób twórczy rozwijać. Wykazał przy tym, że po 1989 r. następuje ciągły proces degradacji życia kulturalnego Polaków. Działania, które podjęto, aby temu przeciwdziałać, są mało skuteczne.
The assessment of the Round Table was extraordinarily stable. The political environments accepting the Polish Third Republic, taking part in ruling the country, are generally positive about the talks between the government of the Polish Third Republic and the opposition. In 2014, even the representatives of “Prawo i Sprawiedliwość” (Law and Justice) party maintained the opinion from the previous years, formulated by Jarosław Kaczyński and Lech Kaczyński, that the Round Table, as a tactical action, was a necessary undertaking at that time in history. The negative assessment of the event were characteristic of non-parliament parties and ones with small social support. The following anniversaries of the start of the debate were a good opportunity to mark one’s difference from the establishment by negation. Change of the assessment was a result of the evolution of the situation in Poland. Hard political fight in the Polish Third Republic caused a change of positions e.g. with regard to former political opponents or even enemies. The verbal change of position of W. Frasyniuk towards gen. Jaruzelski can only be explained with the attack of the Jarosław Kaczyński establishment on the politicians of the Democratic Union and Freedom Union. The environments reluctant to PiS for the same reasons forgot that the government led by Tadeusz Mazowiecki could only take place because of the activity of Jarosław Kaczyński. Many of the evaluations, both on the side of the Round Table architects and its opponents had no connection to the subject of the proceedings.
This article is an attempt to reconstruct the most important research topics regarding public discourse in Poland from 1918 to the present. It shows the domination of discourse about domestic problems (the ‘internal’ discourse) over the discourse about European, foreign, or world problems (the ‘external’ discourse). On the basis of an analysis of the most important research, beginning at the end of the 1960s, the author discusses the specificities of the public discourse in Poland in each of three historical periods (the Second Republic, the People’s Republic of Poland, and the Third Republic). Research into the language of politics or social communication (the description ’discourse’ appears only after 1989) has been undertaken primarily by literary critics, philologists, and sociologists, but also by historians, political scientists, media experts, and persons engaged in culture studies. The most popular forms of empirical analyses of the public discourse in Poland are analyses of content, rhetoric, or semiotics. In recent years, works have increasingly often appeared referring to narrative, conversational, framework, or cognitive linguistic analyses.
Artykuł traktuje o znaczeniu polskiej tradycji administracyjnej dla administracji publicznej III Rzeczypospolitej. Skupiam się w nim na charakterystyce historii polskiej administracji, wskazując, iż dla współczesnego państwa polskiego jedyną rzeczywistą tradycją administracyjną, do której może się ono odwoływać w znaczącym zakresie, są dzieje ustroju i administracji Rzeczypospolitej Polskiej z lat 1918–1939. The article presents the importance of the Polish administrative tradition for the public administration of the Third Polish Republic. I focus on characteristic features of the history of Polish administration, pointing out to the fact that the only actual administrative tradition that could be referred to is the history of political system and administration of the Republic of Poland in 1918–1939.
