Implementation of e-learning at Wszechnica Polska - Higher School of the Universal Education Society in Warsaw The article describes the steps of development and the state of usage of e-learning platform in teaching the students of Wszechnica Polska - Higher School of the Universal Education Society in Warsaw. The platform was implemented for a test in 2007. Since 2009 it has been used in every area of teaching as a support for traditional education.

Increasing educational activity of the Institute of Physiology and Pathology of Hearing creates the necessity of implementing more effective teaching methods with the use of telemedia and Internet-based applications. Such methods are especially crucial for audiological education, including university studies conducted in co-operation with the UMCS University in Lublin, and recently opened College of Audiology. The aim of the work is the development of methods and materials for distant learning associated with the subjects presently held by the Institute Acoustics Fundamentals, Psychoacoustics, Medical Technology, Audiometry, Hearing Screening, etc. Assessment methods were also developed, as well as the methods of evaluation of effectiveness of educational process. The LMS (Learning Management System) platform and teleconferencing systems available at the Institute were used as means for data exchange, communication and management of the studies. The evaluation of studies' results shows that an application of e-learning methods reduces costs, facilitates contacts between teachers and students and provides better access to information, without deteriorating competences and skills gained by the students in the teaching process. These methods are worth implementing on a wider scale at all levels of audiological education.

Internal audit and management control are related to the idea of new public management. That is why the term “public management” is used interchangeably with the term “market management”. With regard to the two above, the first organisational solution applied in the public administration in Poland was the introduction of internal auditing in 2002. However, when internal audit was adopted, it was not justified with the principles of new public management, although they were already known at the time. Nowadays, they are frequently quoted on the occasion of the implementation of management control in 2009. The article attempts to examine how these two solutions operate in the government administration in Poland, and to answer the question on the future of internal auditing and institutional management control.

The paper presents the University of Szczecin’s experiences with micro and small enterprises concerning the implementation of innovative process solutions and pre implementation research. This form of cooperation took place in 2009-2011 and was part - financed by the Polish Agency for Enterprise Development. The paper describes the phases of the University of Szczecin’s experience of cooperation with entrepreneurs, from a beauty contest to negotiations on the contract, delivery of the service and the final settlement. Article emphasizes the role of funding research in collaboration with business units.

Paper deals with theoretical debate on various approaches to monetary policy. It introduces ideas of two economic schools emphasizing monetary policy rules contrary to discretion. Proposed arguments reflect standpoints of on-going debate from 20th century up to present days. Source of theoretical arguments advocating policy rules are economic schools of monetarism and rational expectations. On the other hand, swig to discretion defend schools of Keynesianism. Summarized are key arguments of the both. The article contributes to academic debate even in situation of impaired competences of local central bank in domain of monetary policy.

Due to the serious deficiencies in the literature, it is important to clarify what is the implementation of European legislation in member states law systems. Elementary terms like“transposition” and “implementation” should be defined and placed in one comprehensive model of implementation. The first part of this study consists issues related to the functioning of terminological concepts: “transposition” and “implementation”. Then there is made reference to the doctrinal concepts of implementation. In the last part of the study I suggest coherent and comprehensive description of the implementation of the EU secondary law. As the most suitable to describe the process of implementation presented is the Advocate General L.A. Geelhoed concept, which distinguishes two main phases of the implementation process: 1) the transposition phase (which includes: the normative aspect and the organizational aspect); 2) the operational phase. This concept determines that the implementation is a complex process involving: passing, application and enforcement of the law and thus characterized by signifi cant dynamics.

Good governance concept is currently one of the most often implemented concepts which are aimed at the improvement of public administration. It is implemented especially in those countries considering themselves democratic ones but its partial implementation is evident in almost entire world. This phenomenon is actually a cause of pressure from various trans- and international subjects (including the World Bank, United Nations, International Monetary Fund, Organization for Economic Co-operation and Development or European Union), which determine their support by good governance implementation or by implementation of some of its elements. In spite of this, it is vague and unclear concept from some perspectives and it evokes many questions on both a side of practitioners and a side of various scholars. A main objective of this article is linked to it. The author points out development of the concept, and consequently he selects critical approaches or comments and through them points out those weaknesses or unclearness which are associated with the concept.

In this article the author’s suggestion is to apply the semantic concept of procedure also to the explication of the concept of method in general: A method is a procedure consisting of sub-procedures. Applying methods can lead not only to achieving knowledge, but also to creating pieces of work such as plans, projects programs etc. Thus, we get on to the theme of praxeology as a rational theory of action. The stimuli of action are directives which instead of status quo or its transformation have a direct objective, namely action. The role of method as a procedure in integrating the elementary implementing steps of the latter is underlined, i.e. sub-procedures or instructions. Thus the author casts doubt upon conceiving of method as merely a sequence of steps. In conclusion he offers the definitions of analytical and empirical methods.

In the Czech Republic, a new act reforming social services has been adopted, that by means of the National Quality Standards (NQS) is radically changing the position of the social service users. In this paper, the authors discuss impact of the NQS active user imperative on the primary process. They have extracted relevant data from the three consecutive case studies of the shelter facilities and focused on those aspects of the intervention that should have been affected by the reform the most profoundly. They found out that adoption and especially real application of the active user principle by the street-level bureaucrats encounter several serious problems. The misunderstanding of or the resistance to the merits of this principle by the street-level bureaucrats often led to its crippled or partial implementation. Consequently, the quality of the social services has not improved or has even decreased. It followed from their research that street-level bureaucrats were either reluctant or helpless when confronted with the requirement to transform or at least significantly modify their everyday practices and approaches towards the clients. As the most resistant element the authors have revealed conceptions of the client, i.e. shared understanding of clients by street-level bureaucrats. Their findings suggest that street-level bureaucrats should have been involved much more actively and straightforwardly in the discussions over and the planning of the NQS implementation process in their facilities; otherwise they would feel alienated from it and would tend to either circumvent the new requirements or comply with them only selectively and without inner acceptance.

The aim of the article is to present patterns for the implementation of TQM in organisations in the light of the experience of foreign enterprises. The main types of implementation models applied in Japan and the United States are identified. This is followed by a discussion of the classification of different implementation frameworks. References to ISO 9000 are given as one means of adopting TQM. Conclusions are drawn based on an analysis of the literature on TQM implementation patterns.

Connection of the law of the Slovak Republic to the law of the European Union is related to a large number of new conceptual issues of legislative and procedural character, that are often connected with their significant law enforcement connotations. In case of a regulation it is necessary to bear in mind specific character of this legal act. The Regulation is directly applicable in all Member States of the European Union. It is forbidden to transpose it into the national law. According to Court of Justice of the European Union transposition of content of regulation into the domestic law of a Member State is permitted only exceptionally in the interests of clarity, homogeneity, and effective applicability of legislation, provided, that in this way there is no blurring of the Union origin, nature and legal effects of regulation. It is also permissible to provide implementation of regulation by setting of sanctions or establishing the competence of national authorities.
