The change of rules of insurance protection from legal into voluntary caused a considerable fall of number of agricultural insurances. After 1990 a great number of farmer's resignations were observed from the insurances, which they stood themselves voluntary. Farmers were not prepared to situation, in which they had suddenly to take care of insurance protection on their own. Insurance protection comprises only about 5% of cultivations and about 10% of stock of animals. On 7th July of 2005 parliament resolved law about extra charges to insurances of agricultural tillages and farm animals, which creates legal basis for applying of extra charges from budget resources to premium paid by farmers within insurance from risk of unforeseen events of loss in animal and vegetable production. The basic purpose of act is natural drop of costs of cultivations but through extra charges for policies there is a real chance to limit various kind of help. This system has to replace hitherto applied help of government for farmers in case of natural disasters. In the last years extra charges to natural disasters credit and tax reductions from budget amounted on the average to 280 million polish zlotys per year. It has been estimated that about 15% of farm workers will use that new solution.

In the paper the impact of yield insurance on farm net income and revenue volatility were investigated. The analyses were based on expected value-variance approach. In the first phase of the study a stochastic simulation was conducted in order to compute means and variances of revenues assuming scenario with and without insurance scheme. In the second phase, results obtained in the first step were incorporated into whole-farm non-linear programming model which optimized structure of crop production. The results indicate that under present legal regulations yield insurance schemes are not very attractive method of risk reduction from farmer's point of view. The main problem seems to be too high insurance premium in comparison to its level accepted by farmers. Moreover, attractiveness of insurance schemes seems to be reduced by direct payments system due to its positive impact on income stabilization.

In the paper an assessment of the general situation prevailing on the market of property insurance in agriculture in 2005-2008 has been made, with due attention for the latest legal regulations. Detailed analyses of the insurance of farmers against civil liability, of the insurance of farm buildings, crops and livestock have been conducted. The weak points of the present insurance system have been indicated, namely: the insufficient knowledge of farmers of the advantages offered by insurance policies, the state's hastily organized assistance to farmers in crisis situations and a small number of policy holders among farmers in the case of high-risk insurance.
