Celem podjętych badań było przeprowadzenie analizy innowacyjności regionów Polski przy użyciu metod porządkowania liniowego wraz z oceną podobieństwa wyników. Szczególnej diagnozie poddano wartości cech syntetycznych z uwagi na przyjęte kryterium ogólne w kolejnych latach analizowanego przedziału badań, w tym podejściu bowiem taksonomiczny miernik rozwoju ustalono oddzielnie dla każdego roku w rozpatrywanym okresie 2005-2013. Na potrzeby hierarchizacji obiektów zastosowano natomiast odpowiednie miary agregatowe, tzw. syntetyczne mierniki rozwoju (SMR). (fragment tekstu)

Regional innovation is a complex economic category and in the era of knowledge-based economy it determines regional development. The ambiguity of its measurement, which is the consequence of problems with the quantification of the test area as well as the difficulties arising from the lack or limited availability of certain empirical data, is a methodological challenge that makes scientific and public services of statistics play a huge role in the diagnosis of the problem. This issue has been developed and perfected for decades and recently research in this area has gained more importance. What proves to be extremely useful here are quantitative methods, in particular the methods of multivariate statistical analysis (SAW). In this article, by using the capabilities of public information databases of the CSO (GUS), a set of regional innovation indicators in Poland has been proposed - the set methodically convergent with EU guidelines. The region is associated with each of the sixteen existing voivodships. By using selected SAW methods changes in this area in recent years in Poland has been analyzed, including the assessment of the similarity of results over time. (original abstract)

Celem artykułu jest określenie syntetycznej pozycji woj. dolnośląskiego na tle rankingu pozostałych województw Polski pod względem poziomu innowacyjności. W opracowaniu przedstawiono czynniki determinujące innowacyjność regionów polskich, opisane wybranymi wskaźnikami diagnostycznymi, obliczone na podstawie danych statystycznych GUS. Przyjęto, że o poziomie innowacyjności województw świadczą mierniki rozwoju ujęte w czterech obszarach badawczych: działalność badawczo-rozwojowa, działalność innowacyjna przedsiębiorstw, ochrona własności przemysłowej oraz zasoby ludzkie dla innowacji. Poziom innowacyjności województw określono dla lat 2000 i 2005, co umożliwiło zmiany wartości poszczególnych cech opisujących innowacyjność oraz lokat województw w rankingach.(abstrakt oryginalny)

The aim of the article is the determination of the synthetic position of dolnośląskie voivodship at the background of the others Poland's voivodships ranking in respect of innovation level. In the elaboration the factors determining innovation of Poland's regions were presented. They were described by chosen diagnostic indicators and calculated on the base of CSO statistical data. There was assumed that the level of voivodships innovation is determined by development measures formulated in four research areas: research and development activity, innovatory activity of enterprises, security of industrial property and human resources for innovation. The level of the voivodships innovation was defined for years 2000 and 2005, what enabled to change the values of particular features describing innovation and the position of voivodships in rankings.(original abstract)

W artykule podjęta została próba pomiaru (oceny) zależności poziomu rozwoju społeczno-gospodarczego regionów szczebla NUTS 2 (Nomenclature of Units for Territorial Statistics) krajów UE mierzonego produktem krajowym brutto per capita w PPS (Purchasing Power Standard) od poziomu niektórych czynników gospodarki opartej na wiedzy. Do oceny zależności poziomu GOW i rozwoju regionalnego wykorzystano ekonometryczne modele dla danych panelowych (model z efektami ustalonymi). Ze względu na dostępność informacji statystycznych w momencie prowadzenia badania, do analizy wzięto pod uwagę dane z lat 2002-2004.

The article follows the direction set by applied econometrics. It presents an attempt, by means of statistics and econometric modeling methods, of measuring interdependencies between European economies at NUTS 2 level and the selected factors of knowledge based economy. Panel data estimation techniques were used for measuring these interdependencies. The suggested research procedure, using models based on pre-set effect, becomes an effective tool for measuring the interdependencies between regional development and knowledge based economy factors. The research results point to a strong relation between the level of regional development and the structure of factors crucial for knowledge based economy. The regions presenting a higher level of regional development are characterized by a more favorable structure of knowledge based economy factors.(original abstract)

The Regional Strategy of Innovation in the Silesian region, formulated and realized in years 2013-020, has been an important factor and an instrument to create and implement innovations. The strategy is intended to develop smart specializations which in Silesia are power industry, medicine and ICT. The paper presents the conception of implementing intelligent innovations and their development as well as it estimates the possibilities of increasing innovativeness in companies which have been making use of programs, and projects released within the framework of the RIS.

According to contemporary concepts of regional growth, the most important factors of socio-economic development are the quality of human resources and their ability to cooperate. Especially education and constant skills development are important factors and generators of growth in the regions and the country. The experience of economically developed countries show that the economic successes, the high rank of these countries in the world market and the competitiveness increasingly depend on the level of public knowledge and the ability to create and use technical, economic, information, etc., knowledge in the economic terms. In the process of globalization, the quality of human factor plays larger role and regions take over the role of the state more or less. Among the factors influencing the competitiveness of the regions first of all are: - supply of skilled workpower, - opportunities for learning in the region, - demand for a highly skilled work, - certain number of skilled workers willing to improve their skills, - availability of research centres, - quality of education institutions. The main purpose of this paper is to show the relationship between education and socio-economic growth on the case study of West Pomerania. The article discusses: - contemporary growth factors; - education and related factors: the level of education, the impact of education on human and social capital, innovation and discovery, culture and socio- -economic growth; - education and development: on a case study example of structural changes in Western Pomerania, - conclusions and recommendations.

Regional development analyses are often affected by simplifications coming from heuristic reasoning. It is assumed that the Lower Silesia region has the highest growth rate since 2005 due to proper configuration of growth factors. But this hypothesis is false when one takes into account persistent high unemployment rate and low employment, average innovativeness, increase in interregional disproportions and low domestic demand due to slow increase of households' disposable incomes. Author tries to identify real sources of the Lower Silesias economic growth.

The article describes a small town Koziegłowy, which has succeeded a lot from the economic point of view, and analyses the main factors that contributed to its birth. Among those, the most important one is the endogenic capital understood as the inner local resources. Thanks to the resourcefulness and ingeniousness of the local population and the diffusion of the innovation, the town and the neighbouring villages have become a well-known manufacturer of artificial Christmas tree, not only in the region but also in the country, and the municipality have enriched itself in a wide range of social and economic investments. Competent local resources management combined with the positive factors in the economic, financial, infrastructure and social spheres have decided about good use of all the development conditions.

Clusters are a powerful tool to promote regional economic development and stimulate competitiveness and innovation. This is undoubtedly the area constituting a large reserve for economic growth in Poland. The study focuses on the interaction between clusters and the public administration. It presents the way clusters are being preceived by the regional public administration, particularly in terms of the conditions determining the way clusters operate, as well as their knowledge about initiatives existing in particular regions. Data were obtained based on the nationwide survey, using Computer-Assisted Web Interview and Computer Assisted Telephone Interview. The study sample were all regional government administration offices and regional self-governments in Poland.

Elle est dénommée «SSS» ou «S3» ou Smart Specialisation Strategy: il s’agit de l’approche le plus récent à réaliser des projets de développement territorial intégré et intelligent. Mais les régions et le villes seront-elles capables à s’adapter et à moduler une politique audacieuse pour soutenir la croissance smart en parallèle avec le développement de stratégies pour maximiser l’impact d’une telle politique?
