W pracy podkreślono i zwrócono uwagę na problem terminologii używanej w Polsce w stosunku do osób z uszkodzeniem funkcji i/lub struktur organizmu w następstwie choroby lub urazu. Wskazano na szereg aspektów, mających wpływ na definiowanie tych osób i związane z nimi następstwa prawne, organizacyjne, rehabilitacyjne, a mające na celu umożliwienie tym osobom pełnienie ról społecznych. Starano się wykazać niezasadność istnienia wielu systemów orzeczniczych opartych na różnych kryteriach oceny obowiązujących w różnych instytucjach zabezpieczenia społecznego. Aby orzecznictwo lekarskie było jednorodne, podporządkowane jednakowym zasadom i regułom prawnym, jawi się potrzeba wydzielenia go z obecnych struktur i powołania jednej instytucji dla oceny niepełnosprawności i jej stopni, która służyłaby wszelkim instytucjom zajmującym się szeroko rozumianym zabezpieczeniem społecznym. Zwrócono także uwagę na nowe możliwości orzecznictwa lekarskiego w związku z rozpoczynającą się w Polsce implementacją klasyfikacji ICF (International Classification of Functioning, Disability and Health).

Medical certification in the system of social security in respect of ilness results Summary In the hereby work the author emphasizes and brings into the focus the problem of terminology used in Poland with regard to persons with impaired functions or/and structures of organism as an aftermath of illness or injury. A range of aspects are pointed to which have an impact on defining such persons, and the legal, organizational and rehabilitation-related effects of such definition, whose goal is enabling those people to fulfill social roles. One tries to prove here the purposelessness of there being many systems of certification, basing on many criteria of estimation, valid in different institutions of social security. In order for the medical certifying system to be uniform as well as subordinate to uniform principles and legal regulations, there appears a need of separating it from the present structures and establishing one institution for estimating disability and its degrees, which can serve all kinds of institutions dealing with the broadly understood social security. Also the new possibilities of medial certification are brought into attention in connection with the newly started in Poland implementation of ICF classification (International Classification of Functioning, Disability and Health).
