Przystąpienie Polski do Unii Europejskiej otworzyło szerokie możliwości pozyskiwania przez samorządy terytorialne dotacji do projektów inwestycyjnych. Wartość procentowa dofinansowania danego przedsięwzięcia uzależniona jest od założeń programu, którego dotyczy wniosek o dofinansowanie, ale także do specyfiki przeprowadzanej inwestycji. Projekty, które w fazie eksploatacji wiążą się z pobieraniem opłat od użytkowników, należą do grupy projektów generujących dochód. Poziom dofinansowania takich projektów uzależniony jest od tzw. luki finansowej. W artykule analizuje się koncepcję "luki finansowej" oraz metodę jej wyznaczania, w oparciu o konkretne przykłady projektów inwestycyjnych.

Poland's accession to the EU created many possibilities of obtaining by territorial government donations for investments projects. Percentage value of financing particular enterprise depends on the program assumptions concerning financing motion but also on the characteristic featured of the investments carried. The project which in the exploitation phase is connected with collecting fees from users belong to the group of revenue generating projects. The level of financing such project depends on so-called "funding gap" - the concept of the funding gap and the method of its determining is based on a case study shown in this article.
