The primary factor in determining the effective use of public-private partnerships in economic practice is the regulatory system. The article discusses the key pieces of legislation defining the conditions for use of PPP and analyzed the specific problems of their interpretation and application by local governments. Despite these difficulties can be noticed the development of PPP in different areas of the economy, which was, so far the traditional sphere of public activity. Local authorities make the investment in collaboration with the private partner, but in the area of regional transport infrastructure there are only few investments. At the same time, with the current debt and load of the public sector, there is a strong need for financial support from the private investor. Therefore, even after several years of various forms of PPP, we should seek to develop appropriate and effective mechanisms for the preparation and implementation of PPP projects, which will be economically and financially viable.
Celem artykułu jest omówienie funkcji transportu w gospodarce oraz przedstawienie źródeł finansowania inwestycji w infrastrukturze transportu lądowego w najbliższych latach. Dla realizacji tak sformułowanego celu dokonano charakterystyki systemu transportu lądowego, przedstawiono udział w przewozach ogółem, a także zaprezentowano wielkość i strukturę przewozów ładunków transportem samochodowym i kolejowym według grup ładunków oraz stref odległości. Omówiono także przedsięwzięcia inwestycyjne w transporcie lądowym realizowane do 2020 r. według Programu Operacyjnego Infrastruktura i Środowisko oraz przedstawiono źródła ich finansowania.

The intention of this article is to discuss the transport role in the economy and to provide financing sources of investment in land transport infrastructure in the coming years. For the realisation of such formulated aim have been performed the characteristics of the system of inland transport, presents part in the total transportation, and presents the size and structure of freight transport by road and rail by groups of cargo and distance zones. Also discussed investment projects in land transport carried out by 2020, according to the Operational Programme Infrastructure and Environment and presented their sources of funding.
Since the time the investments in infrastructure are realized in Poland within the common transport policy, the changes in this area of Polish economy have been profound. The TEN-T program defines the investments, determining priorities among chosen roads and routes. nonetheless, the changes within transport infrastructure do not leave other economy branches unchanged. On the contrary, they boost the development of the areas they are implemented. The hereby article tries to define and to present the type and the dimension of changes created under the influence of the changing transport conditions in Poland .
