Samorządy terytorialne w gminach województwa śląskiego systematycznie zmagają się ze skutkami powodzi, które wywołują wysokie straty społeczno-ekonomiczne. Kompensacja szkód katastroficznych prowadzona przez gminy oparta jest na udzielaniu pomocy socjalnej poszkodowanym oraz wypłacie rekompensat za szkody powodziowe. Przedsięwzięcia profilaktyczne koncentrują się na czynnościach prawno-administracyjnych, a także konkretnych działaniach poprawiających bezpieczeństwo powodziowe w terenie. Przeprowadzone badania wskazują, iż zasadne wydaje się wzmocnienie działań profilaktycznych w stosunku do działań kompensujących szkody katastroficzne.

The local governments in the municipalities of Silesian Voivodeship systematic struggle with results of flood, what causes high social and economic losses. The compensation of the catastrophic losses, conducted by municipalities, is based on providing social assistance to victims and on paying compensations for flood losses. Preventive actions are focused on legal and administrative functions, and on specified actions improving flood protection in the area. The studies indicate that strengthen preventive measures in relation to compensatory measures appears to be justified.
