According to the United Nations definition food security exists when people have „at all times physical and economic access to sufficient, safe and nutritious food”. This article explains approaches to the concept of food security and identifying its three dimensions, i.e. international, national and household level. The purpose of this paper is to analyse inter-tribal conflicts and civil war in Darfur in terms of competition for natural resources essential to ensure food security of province communities.

Zgodnie z definicją wypracowaną w ramach ONZ, bezpieczeństwo żywnościowe istnieje gdy ludzie mają nieprzerwanie zapewniony „fizyczny i ekonomiczny dostęp do wystarczającej, bezpiecznej i bogatej w składniki odżywcze żywności”. Artykuł wyjaśnia kształtowanie się koncepcji bezpieczeństwa żywnościowego oraz wyodrębnienie jego trzech wymiarów – tj. międzynarodowego, narodowego i odnoszącego się do gospodarstwa domowego. Celem jest analiza międzyplemiennych konfliktów i wojny domowej w Darfurze w kontekście rywalizacji o zasoby zapewniające bezpieczeństwo żywnościowe mieszkańcom tej sudańskiej prowincji.

W niniejszym artykule omówiono kluczowe problemy z jakimi zmierzyły się poszczególne rządy Księstwa Warszawskiego w zakresie celów i działań władzy policyjnej. Były to sprawy związane z ustaleniem kompetencji poszczególnych resortów i umiejscowienie pomiędzy nimi Ministerstwa Policji oraz wydanie szeregu aktów prawnych związanych z jego funkcjonowa-niem. Wojny toczone w okresie istnienia Księstwa Warszawskiego odegrały znaczącą rolę w realizacji obowiązującego prawa. Autor szczególną uwagę zwrócił na zagadnienie wpływu utworzenia, kształtowania i funkcjonowania policji. W konsekwencji do tego zagadnienia włączone zostały sprawy związane powstawanie organów państwowych i administracji w momentach kluczowych dla dziejów małego państwa. Analiza w tym zakresie skoncentrowała się na działaniu policji w sytuacjach krytycznych.

This article discusses the key problems faced by specific governments of the Duchy of War-saw in terms of the objectives and actions of the police authority. These were matters related to the determination of the competence of the specific ministries and the location of the Ministry of the Police between them and the issuance of a number of legal acts related to its function-ing. Wars that took place during the existence of the Duchy of Warsaw played a significant role in the implementation of the applicable law. The author paid particular attention to the issue of the impact of the creation, development and functioning of the police. As a conse-quence, issues related to the formation of state authorities and administration at key moments in the history of a small state were included in this issue. The analysis in this area focused on the operation of the police in critical situations.
