Konsultacje społeczne w sprawie utworzenia związku metropolitalnego w województwie śląskim

Poniższy artykuł opisuje proces przeprowadzania obligatoryjnych konsultacji społecznych w procesie tworzenia związku metropolitalnego w województwie śląskim. W jego treści opisano zarówno przepisy prawne stanowiące podstawę dla przeprowadzanych działań, jak również faktyczny przebieg konsultacji społecznych przeprowadzonych jednocześnie w 41 gminach. W przedmiotowym artykule opisano szczegółowo, ilu mieszkańców uczestniczyło w poszczególnych gminach w konsultacjach oraz jaki ich procent wypowiedział się pozywanie za włączeniem ich gminy do nowo tworzonego związku. Na podstawie tych danych, można wyciągnąć zarówno uniwersalne jak i bardzo konkretne wnioski co do poziomu partycypacji członków społeczności lokalnych w konsultacjach społecznych.

The article describes the process of carrying out obligatory social consultations in the process of creating a metropolitan union in the Silesia province. It describes both the legal provisions underpinning the activities carried out as well as the actual conduct of social consultations carried out simultaneously in 41 municipalities. This article describes in detail how many residents participated in the various municipalities in the consultation, and what percentage of them claimed to be involved in inclusion of their municipality in the newly created union. Based on this data, both universal and very specific conclusions can be drawn regarding the level of participation of local community members in social consultations.
