The intention of the author is to present the sectorial partnership and civil society after 1989 as exemplified by the cooperation of the local authorities in the town of Wyszkow and various NGOs. The formulated thesis is based on relations between social initiatives stemming from voluntative involvement of the local community and the public authorities who allow other entities to have influence on the social life. The paper consists of three parts: the first being an analysis of, and an attempt to define what civil society is, and what legal regulations of NGOs’ functioning in Poland are. The second part outlines the problem of law-making in relation to sectorial cooperation, with focus on the Acts on Public Benefit Organizations (Polish: Organizacja pozytku publicznego). The public administration is not an obstacle but a partner for the NGOs. The third and final part presents the cooperation between the two sectors in question on the basis of a local example.

The current stage of socio-economic transformation of the Polish village is deepening existing spatial differentiation despite the fact that regional policy has the instruments to counteract this process. In other words, the existing instruments are not neutralising the tendency to increasing differentiation. On the other hand, one very important factor which may help to overcome this overall trend is the model of local governance, its continuity, the ability of local communities to organise themselves into various institutions which can act as partners for local self-governments (by verbalising their various group interests).

The paper aims at determining the benefits from operation of enterprises with foreign capital involvement for individual municipalities and assessing the activities of local authorities in attracting foreign investors. The questionnaire-based studies were conducted in 2008 among representatives of local authorities from three voivodeships (37 municipalities of Warminsko-Mazurskie voivodeship, 43 municipalities of Kujawsko-Pomorskie voivodeship and 30 municipalities of Pomorskie voivodeship). Among the benefits resulting from the foreign capital inflow the municipalities covered drew attention to increase of employment (Kujawsko-Pomorskie voivodeship - 0.88, Pomorskie voivodeship - 0.52) and economic enlivening of the municipality (Warminsko-Mazurskie voivodeship - 0.65). The activities of authorities aiming at attracting investors focus on investment land improvement (Kujawsko-Pomorskie voivodeship - 0.94), assistance in finding investment land available (Pomorskie voivodeship - 0.35), and in Warminsko-Mazurskie on application of tax relief (0.48). Among the municipalities covered by the study, those from Kujawsko-Pomorskie voivodeship are outstanding as in both assessment of the benefits from foreign capital inflow and the activities supporting the investors dominate over the other voivodeships covered.

The method and rules of elections of village heads and village council-members, which are conducted at meetings of village residents, are one of the last examples of direct democracy. Even though this form of democracy has been studied and described previously, the electoral rivalry within rural communities is marginalized; therefore, it is little known. The paper tries to define the features of electoral competition and analyze rivalry at this level of government. It has been based on a case study of one commune and three research methods have been used: direct observation, document analysis and personal interviews. Additionally, the paper presents sociological and demographic studies on some of the newly elected village heads and their councils.

Operation of local budgets in recent years shows a number of problems and contradictions primarily due to limited financial resources, unclear assignment of expenditure responsibilities between different levels of government, inefficient use of budget means, and low investment capacity of local authorities. Under these conditions it is necessary to improve the system of planning and execution of budget expenditures in Ukraine. Characteristics of the national budget planning system and preconditions for preparing a well-balanced budget are summarized in the article. It is suggested the ways to improve the expenditure planning as a result of analysing the local budgets implementation in previous periods. Among them are the following: development of an effective methodology for assessing the impact of budget means’ using; implement budgeting taking into account the strategic objectives of socio-economic development and the outcomes of the central and local governments’ performance in the previous budget periods; increasing responsibility of budget process’ participants; improving fiscal sustainability, efficiency and transparency of budgetary funds by introducing advanced techniques of budgeting such as program target method and medium-term budget planning.
