The following article is a presentation of selected parts of researches about local specificities of competence to intercultural communication carried out within the framework of the grant KBN “Competence to intercultural communication in the context of traditional multiculturalism and migratory processes”. The article presents the analysis concerning the description of local communities in the tested youth group. Competence of intercultural communication was studied in the context of local community types, local identity and factor, which decides about local interdependence.

This article deals with the problem of subjectivity and social participation of rural inhabitants. Its main objective, however, is to find an answer to the question about the level of subjectivity and activity of adult residents of rural communes of the Lodz region, and to determine the correlates of these variables.

The emergence of self-governed communes meant that local communities began to be treated as subjects and communes became organizations whose development depends chiefly on the active attitudes and creativity of local communities. The conducted research has indicated that local development depends chiefly on the enterprising character and competencies of persons forming self-government bodies in individual communes. Differences between the communes, especially the evident polarisation in terms of development of infrastructure and investment outlays, are a proof of developing independence but they also reveal the faults and shortcomings of local democracy, particularly those observable in the practical implementation of the principles of creation of the local administrative elite. The conducted research has made it possible to state that the competencies of persons holding positions in the self-government organs are evolving towards the use of personal features for the purpose of participation in the redistribution of benefits that can be obtained thanks to fulfilling a public function. Also the amount of means allocated to investments and the use of this factor in shaping a system of incentives and as a criterion of selection of persons to posts in bodies administering the communes are the cause of their polarization. This is the reason why there exist in the analysed region communes that occupy very high and very low positions in the national rankings although they have similar geographical and natural conditions.

AEssentially, this article is to test social trust in three dimensions: vertical (trust enjoyed by various types of institutions) and two horizontal - private and generalized. The main purpose of the article is, however, to find an answer to the question about the level of social trust of the adult residents of rural communes of the Lódz region. The analysis is designed to diagnose social trust of the surveyed communities and to determine the correlates of the third of the above mentioned types of trust, defined as generalized trust manifested in contacts with other people.

This article analyzed results presented in the reports on the regional and local education policy. On the basis of these studies, author of article wants to recognize, how the adult education is presented in educational policy at the local community. Education in local communities, especially the education of adults, competes with other areas of socio - economic development. Position of adult education in local communities depends on local development policy. Determinants of this policy are included in the planning documents such as strategies for local development and educational strategies. It is important to strengthen adult education in local educational policy, because now, this policy is focused mainly on the children and adolescents.

The article tackles the theme of local identity, viewed in the perspective of migration processes that led to the formation of the local communities of Western and Northern Territories. Analysis focuses on the town of Bialy Bór and the changes of identity that occur on its area. The text sketches the generational differentiation of the character of local identity in the dimension of references to the past of the group and the sense of territorial belonging. Another problem taken up by the author is viewing the ongoing changes through the lens of cultural diversity characteristic for the local community studied, and how the activity of the Ukrainian minority inhabiting the town affected the shape of the local identity of its residents.

The article is based on the results of the study which aimed to show the picture of institutional change on the local level after the system transition in Poland. There are at least two kinds of pictures that can be drawn: one coming from official data and the other from in-depth interviews with local leaders. Although those pictures are in large part consistent, they seem anamorphic - giving the perspectives of somewhat different angles. One of the main conclusions of the study is that there are significant signs of the relationship between social characteristics of community and local development. This finding is consistent with social capital theory. Other conclusions concern the perception of local development and its impact on the perception of the whole system transition in Poland.

This paper explores how a viable politics of the common good depends on the principle of subsidiarity. First, it offers a description and assessment of Alasdair MacIntyre's Catholic politics of the common good. On this background MacIntyre's position is seen as interesting yet problematic. Contrary to the principle of subsidiarity, MacIntyre takes an excessively critical, negative stance on state politics and on common goods achievable through the operation of state. Therefore, the paper argues for the inclusion of subsidiarity into his vision of politics, since any adequate politics of the common good requires its recognition and application.

Reliable information and two-way communication are crucial for building democracy from the bottom-up. As the Internet access expands and municipal websites proliferate, more attention is given to the scale and scope of actual use of this new medium for communication by local authorities and citizens. In the article it is considered whether the Internet is used firstly, to create more openness in politics, secondly, to involve members of local communities in the political agenda setting as well as discussions on specific local policy issues. The afore-mentioned problems are examined in reference to the results of research conducted in four local communities. The research included analysis of the functionality of municipal websites, in-depth interviews and a survey. There are undisputable advantages of the municipal websites ranging from the availability of first-hand information to convenient methods of informing authorities about issues of concern to the public. However, authorities are rather hesitant to allow free two-way flow of information. Moreover, the opportunity for citizens to be consulted is still underdeveloped irrespective of the interactive tools available. Finally, even the high level of satisfaction with the information received coupled with peoples' trust in government, does not influence their very moderate feeling of political empowerment.

This article comprises a sketch of the most important perspectives on local government. Among other things, it also aims to present the unique nature of government at the mezzo-social level. Here the concepts of political governing are considered as a social relationship and social resource; proposed, too, is the application of the category of the social field in the analysis of local government. Such social fields are characterized by both relations and resources associated with power when viewed from the standpoint of actions and structures. A separate aspect making itself known in the field of political power is its manifestations and influences.

In this article, changes in the meanings attributed to and local relations with General Gablenz's memorial – a local monument and reminder of the 1866 Prussian-Austrian War – are observed over the period from its construction to the present. First, the role of the memorial in memory studies is presented in terms of its semiotic-content structures and three basic functions of festivities that establish its social significance. Second, the use of historical consciousness or local cultural memory is considered as a methodical concept for the study of this monument, which fulfilled a social role not at the national level, but only in the regional context within the collective memory of the local community. Third, the concept of local culture memory is applied and described from the point of view of various actors (subjects of memory places) of commemorative practices (military associations, city leaders, etc.) during the ceremonial inauguration of the monument in 1868, during the solemn deposition of General Gablenz’s relicts in the monument in 1905, and during the commemoration of the 100th anniversary of the deposition of those relicts in 2005. It is obvious that the significance of this monument as a place of memory has been shaped by the local community, but at the same time it itself became an important source of identity for this society because of its ability to preserve his living memory.

Artykuł jest próbą teoretycznego ujęcia zmian zachodzących w lokalnych społecznościach górniczych i stanowi podstawę do wyodrębnienia całościowego modelu ich analizy. W związku z tym omówiono najistotniejsze jego elementy: 1) izolację przestrzenną, wynikającą z sytuowania osiedli górniczych wokół kopalń; 2) przewagę górnictwa jako systemu gospodarowania; 3) naturę pracy górniczej; 4) społeczne konsekwencje zawodowej homogeniczności i izolacji; 5) sposoby spędzania wolnego czasu; 6) status i funkcje rodziny; 7) społeczny i ekonomiczny konflikt; 8) całościowość stosunków społecznych. Zaprezentowany model skonstruowano na podstawie dorobku polskich i brytyjskich badań nad zmianami zachodzących w społecznościach górniczych, przy uwzględnieniu różnych kontekstów: społecznego, politycznego, ekonomicznego, historycznego i kulturowego.

The article attempts to approach the theoretical developments in the local mining communities. A comprehensive model of their analysis is developed. To this end, the most important elements are discussed: 1) spatial isolation resulting from the location of the mining settlements around the mines, 2) the predominance of mining in the economic system, 3) the nature of mining work, 4) the social consequences of occupational homogeneity and isolation, 5) leisure activities, 6) status and functions of the family, 7) social and economic confl ict, 8) totality of social relations. The model is constructed based on the advances in the Polish and British research on the changes occurring in the mining communities, taking into account the different contexts: social, political, economic, historical and cultural.

This article focuses on the problem of social interaction occurring in the process of communication among believers of two Christian religions: Catholicism and Evangelical Church. Both confessions are represented by the highlanders of Silesian Beskid, Southern part of Cieszyn Silesia. Historical and socio-cultural circumstances of this community with two religions were shaping regional identity, cultural identification and traditional norms of coexistence for several centuries. These values were treated by the whole local community as more important than local disagreements. This way idea of cultural community was supported. It is visible in the attitudes and behaviors in which tolerance and acceptance finally overcame local animosities based on religious divisions.

This study deals with the importance and meaning of volunteering in local community. The author explores interconnection between volunteering and identity. She uses knowledge gained in her own fieldwork in Sebechleby and illustrates the study on the example of Národopisné múzeum Stará Hora. She summarizes the history of Národopisné museum Sebechleby Stará Hora and comparing it with the current situation. Its starting point is the situation, when the local museum was sold to a private person. The main goal of the study is to investigate motivations of local inhabitants for volunteering work in the museum. The theoretical basis consists of volunteer area, social identification and cultural heritage. Interview and participant observation are used as main research method in the fieldwork.

Easter Monday calls (przywolywki) is a custom practised in Kujawy, in preparation for the traditional dousing of the girls with water (dyngus). The names of the local young girls for whom the young men have paid a ransom are called out in public and the men say how much water they will pour on the girls. Presently, the custom is practised only in Szymborze, formerly a village and today one of the districts of Inowroclaw. The Easter Monday calls survived in Szymborze thanks to the Bachelors' Club Association, which is officially registered, has its own seal, statute and 'minutes book'. The beginnings of this exceptional organisation which groups local bachelors go back to the times of Poland's partition. Earlier, more complex social functions of the custom of 'przywolywki' have disappeared while their entertainment functions have prevailed. Today 'przywolywki' have a negligible impact on the local life although they continue to be valued by the inhabitants of Szymborze as the expression of the local tradition, worthy of sustaining, and an opportunity for entertainment. The author presents transformations of the customs and the attitude of the inhabitants of Szymborze to it, both the old and young generations. The article was written on the basis of field research conducted in 2009-2010.
