In 2011 and 2012 the Centre for Europe, University of Warsaw implemented an online tool, a Voter Advice Application (VAA), with a view to support voters in making an informed choice in the local elections in the UK. The aim of tools like VAA is to foster electoral participation by delivering information about the opinions of the candidates and propose a candidate-to-voter matching scheme. This particular VAA was targeted mainly at the Polish and Lithuanian communities in the UK, as one of the objectives of the European Commission, which co-sponsored the project, was to stimulate EU citizens living outside of their countries to take part in local elections in the place they currently reside. This article shares the findings of the second year of the project, makes some observations and proposals, and concludes by recommending further actions, both to the academic environment as well as to politicians and the European Commission.

The question of party system nationalisation has recently come to the fore of research activities, as it emphasizes the importance of spatial aspects of the overall institutionalization of the party systems. However, within this topic, one area remains almost completely ignored. Specifically, it is an analysis of the interdependence of local party systems with the country’s national party system. In this article, we seek to address this existing gap in scholarly inquiry by examining local party system nationalisation using data from the 2010 local elections in the Czech Republic. We analyse the degree of local party system nationalisation (employing Kjær and Elklit’s index of local party system nationalisation) and test hypotheses about the effects of population size and other independent variables on varying degree of local party system nationalisation in 205 municipalities with extended powers and the capital city of Prague. We conclude that the best way to express the degree of local party system nationalisation is in the effective terms. At the same time, we found two variables, which proved to have the greatest significant independent impact on the degree of local party system nationalisation – population size and competitiveness.

When not considering the campaign of Barack Obama, the best example of using social media in parliamentary election campaign was the campaign presented by the SaS (Freedom and Solidarity) political party. It has significantly accelerated the setting of social media as tools of the political marketing in the environment of the Slovak political scene. Since the parliamentary elections in June 2010 a sharp increase of the politicians´ interests in social media, especially in Facebook and YouTube, can be seen. This study explores the potential of social media and identifies key factors of a successful communication. The core of the study is a detailed analysis of the activities of candidates for mayors in municipal elections in 2010. It points out that the main problems of using social media are the ignorance of the social media specifics and application of traditional practices and attitudes that do not work in social media.

Gender issue became a hot political issue just few decades ago. Although several interesting measures aimed at increase of the women's political representativeness have been introduced in the European countries, their outcomes vary a lot. A main objective of this article is to analyse as well as discuss both introductions of gender quotas in different local government systems and impacts of these quotas. For the analytical purposes, the author deals with the relevant legal provisions. In addition, selected electoral results are taken into consideration too.
