Przedmiotem niniejszego artykułu jest aplikacja wspomagająca proces scalenia. Przedstawiona metoda opiera się na wykorzystaniu minimalnego prostokąta ograniczającego do projektowania nowych działek. Autorzy prezentują rozwinięcie oraz implementację rozwiązań zaprezentowanych we wcześniejszej publikacji [Grudzień, Kurpiel, 2014]. Do stworzenia prezentowanej aplikacji użyto środowiska programistycznego Python rozszerzonego biblioteką do przetwarzania danych przestrzennych GDAL. Aplikacja ta została stworzona jako narzędzie dla oprogramowania QGIS 2.8. W artykule omówiono wymagania dotyczące danych wejściowych oraz otrzymane wyniki pod kątem ich przydatności w pracach scaleniowych.(fragment tekstu)

The unfavorable structure of agricultural land parcels adversely affects agricultural economy, environmental protection and spatial planning. The solution to this problem is the process of land consolidation. In this paper presented application supporting land consolidation. The application was developed as a tool for geographic information system QGIS 2.8. Shown the requirements for input data and modus operandi of application. Discussed results for the test data and identified restrictions of the presented tool.(original abstract)

The aim of the article was to analyze the amount of property tax rates in the part relating to land. Small towns that are urban municipalities were analyzed. The results led to the conclusion that tax rates are not considered as a competitiveness factor. They fulfill fiscal functions and increase budget revenue. The average rates of land property tax for business amounted to 90% of the maximum value, in other cases - 70%.
