The article deals with the problem of a measurement bias related to the consumer price index (CPI) for Poland. According to the authors, the bias is due to two basic factors: a substitution effect and the use of plutocratic weights for calculating the price index. The research was conducted comparing the CPI index published in Poland with superlative indices and a democratic index. The calculations were made on the basis of data from the 2005-2009 period. The research did not confirm the occurrence of an upward bias for the CPI index, the authors say, and the results point to a slight underestimation of the CPI as a result of the substitution effect and the use of plutocratic weights: by 0.1 and 0.3 percentage points respectively. The negative bias resulting from the substitution effect is an atypical result in the context of research for other countries. A deeper analysis revealed that this situation may be explained in two ways, the authors say. On the one hand, the lack of overestimation may be due to frequent changes in the structure of weights used to calculate the CPI, which leads to better adaptation of the indicator to changes taking place in the structure of consumption. On the other hand, the prices of consumer goods and services-which are subject to relatively stable demand-grew at a faster rate than the CPI index in the analyzed period, and a positive rate of growth has been observed in real household incomes over the past decade. In turn, the examination of the “plutocratic gap” revealed that the CPI (plutocratic) index for Poland is lower than the democratic index, the authors say. They conclude that the result of the examination of the “plutocratic gap” is compatible with research for other countries.
In Fisher’s index theory the crossing of formulas and weights was regarded as the most pertinent method to derive an “ideal” index formula. The well known Fisher index is a geometric mean of Laspeyres and Paasche indexes and it satisfies most of the postulates coming from the axiomatic index theory. In this paper we consider the generalized Fisher index. The purpose of the study is to propose and discuss some more general class of indexes including the generalized Fisher index.
We discuss an original price index formula presented in Białek [2012a] and Białek [2012b]. The inspiration for this discussion are the correlated notes of Prof. Peter von der Lippe. This article presents the author’s point of view on the problems considered by Prof. Peter von der Lippe and some other properties of the discussed formula.
In the paper we present a general formula for aggregative price indices that satisfies most postulates coming from the axiomatic price index theory. We show that a lot of known and useful price indices are particular cases of the discussed formula
In this paper we define two indexes of the average price dynamics in a discrete time stochastic model. Several properties of these indexes are proven, the other are presented by examples. In particular, it is shown that one of the indexes is a martingale provides the prices of products form a (vector) martingale. In addition it is also shown that only one definition satisfies all given postulates. We compare this definition with price indexes.

W artykule zaprezentowano dwie definicje indeksu przeciętnej dynamiki cen produktów w modelu stochastycznym z czasem dyskretnym. Przedstawiono ich podstawowe własności; niektóre z nich zostały udowodnione, inne - poparte przykładami. Ponadto udowodniono, iż jedna z definicji stanowi martyngał, jeśli tylko procesy cen poszczególnych produktów również są martyngałami. Jednocześnie okazało się, iż tylko jedna definicja posiada wszystkie wymagane własności. Na końcu niniejszego artykułu dokonano porównania rekomendowanej definicji z klasycznymi agregatowymi indeksami cen. Okazało się, iż w przypadku gdy rozważany interwał czasowy zawiera dwa okresy produkcyjne, to przy pewnych dodatkowych założeniach proponowana definicja daje się aproksymować klasycznymi indeksami Fishera, Tömqvista i innymi.
The article takes an in-depth look at the Consumer Price Index (CPI), which is widely used as a basic measure of inflation. In practice, the author says, when measuring the CPI economists usually use the so-called Laspeyres price index, which does not take into account changes in the structure of consumption resulting from price changes in a given time interval. The problem is that the Laspeyres index can be biased due to commodity substitution, the author says. The article discusses potential sources of the CPI bias and the application of two approaches for calculating the index. The first approach is connected with superlative indices, while the second uses the so-called generalized Fisher price index. The article presents the results of empirical and simulation studies conducted by the author. An empirical analysis for the 2010–2013 period points to the existence of a small and unstable CPI substitution bias, according to the author. The simulation study, in turn, makes it possible to conclude that imputations of prices of new and disappearing goods are crucial for CPI bias calculations, Białek says. Moreover, the sign and value of the correlation between prices and quantities do not generally influence the CPI substitution bias in the broad sense, the author notes.

Wskaźnik cen towarów i usług konsumpcyjnych (CPI, Consumer Price Index) stosowany jest jako podstawowa miara inflacji. W praktyce do pomiaru CPI używany jest indeks cen Laspeyresa z wagami z okresu bazowego. Tak liczony indeks nie uwzględnia zmian w strukturze konsumpcji, które są spowodowane zmianami cen w badanym przedziale czasowym. Oznacza to, że indeks liczony formułą Laspeyresa może być obciążony z tytułu substytucji dóbr (commodity substytution bias). Celem pracy jest omówienie potencjalnych źródeł obciążenia indeksu CPI oraz zastosowanie dwóch podejść do jego oszacowania. Pierwsze z nich wiąże się z pojęciem tzw. indeksów superlatywnych. Drugie związane jest z uogólnionym indeksem Fishera i pozwala na bardziej szczegółową dekompozycję obciążenia indeksu CPI. W artykule, poza wynikami badania empirycznego dla danych dla Polski, zaprezentowano również badanie symulacyjne uwzględniające uogólniony indeks Fishera. Analiza empiryczna dla okresu I 2010 – I 2013 prowadzi do wniosku o niewielkim, choć niestabilnym w czasie obciążeniu CPI wynikającym z tytułu substytucji dóbr. Badanie symulacyjne z kolei pozwala stwierdzić, że imputacja cen dóbr nowych i znikających ma diametralny wpływ na wielkość obciążenia CPI z tytułu ich substytucji. Ponadto można zaobserwować, że znak i wielkość korelacji pomiędzy cenami a ilościami dóbr z analizowanego koszyka CPI z reguły nie mają wpływu na wielkość obciążenia CPI w szerokim sensie.
Celem artykułu jest prezentacja uogólnionych formuł dla agregatowych indeksów cen oraz analiza ich własności. Ich ogólność wynika z dowolności wyboru wag dla składowych komponentów bądź też z ich sparametryzowanej postaci. W opracowaniu pokazano, że szczególnymi przypadkami omawianych tu ogólnych formuł są znane indeksy statystyczne, takie jak indeks Laspeyresa, Paasche'ego, Fishera, Lexisa i inne.
