State of the environment and environmental infrastructure is one of the factors determining the quality of life of residents in a given territory. The main objective of the Regional Operational Programme for the Lower Silesia voivodeship for 2007-2013 was to increase the level of living in Lower Silesia, and to improve the competitiveness of the region while respecting the principles of sustainable development. Implementation of this objective was to be achieved through the implementation of the objectives assigned to individual priorities. The aim of the priority IV Environment and Ecological Safety was the improvement of the environment, preventing its degradation and conservation of biodiversity and natural assets of Lower Silesia, as well as the improvement of safety in the region through counteracting natural and technological risks and eliminating their effects and to support active in this range of emergency services. Objective of the study is to show how the implementation of projects funded under Priority IV contributed to improve the environment and infrastructure for environmental protection. For this purpose, will be compared with the results of completed projects statistics regarding the state of the environment and environmental infrastructure in the region. The analysis will be carried out in the various environmental components that correspond to the thematic focus of the various activities carried out under Priority IV. The analysis will therefore be conducted in the area of waste, water and wastewater management, air quality, flood protection infrastructure, restoration of degraded land, protect the environment from natural and technological risks and to protect biodiversity.

The article presents the numerical and structural changes of unemployment in rural communities in Lower Silesia Voivodeship. The basic scope of the conducted analyzes included the time period between 2005-2010. It is worth noting that during the period under studies, the number of unemployed people on rural areas decreased in Lower Silesia Voivodeship. Although the problem of unemployment in the studied area concerns mainly middle-aged people, the percentage of people aged over 55 years grew relatively fast in the structure of the unemployed in the studied years. While in 2005. the share reached 5.5%, in 2010 it already reached 11.8%. As it clearly results from the analysis in two districts of Lower Silesia (Wrocław and Jelenia Góra) in 2010 the share of people over 55 years in the structure of unemployment in rural areas exceeded 15%. It is a big challenge for government and non-governmental organizations performing services on the labor market directed at those people. The changes in the structure of the studied phenomenon were noted also when considering the education of the unemployed. In the studied period in the unemployment structure the share of people with vocational and primary education decreased (a total of 6.85 percentage points) and the share of people with higher education increased (by 3.6 percentage points). The highest percentage of unemployed people with higher education in 2005 and 2010 was reported in the district of Wrocław (4.5% and 13.1% respectively). The data presented in this paper indicate a significant spatial variation of unemployment levels in rural communities in Lower Silesia Voivodeship.

The aim of this article is to assess the investment activity of small and medium-sized enterprises (SMEs) in Lower Silesia Voivodeship. It is in the first part of the paper that the analysis and evaluation of the key indicators of the SMEs’ investment activity were presented, i.e. the total investment growth rate, capital expenditure per 1 entity, capital expenditure per 1 employee, the relation of investments to the total revenue. In the second part of the paper, a comparative study of the investment activity of SMEs in Lower Silesia Voivodeship in comparison to the investment activity of SMEs in other voivodeships in the country was presented. This study was carried out on the basis of a synthetic investment activity indicator constructed with the use of the non-model method.

Celem artykułu jest ocena aktywności inwestycyjnej małych i średnich przedsiębiorstw (MŚP) w województwie dolnośląskim. W jego pierwszej części przedstawiono analizę i ocenę cząstkowych wskaźników aktywności inwestycyjnej MŚP, tj. np. dynamikę nakładów inwestycyjnych ogółem, wielkość nakładów inwestycyjnych w przeliczeniu na jeden podmiot, wielkość nakładów inwestycyjnych w przeliczeniu na jednego pracującego, wskaźnik relacji nakładów inwestycyjnych do przychodów ogółem. W drugiej części przedstawiono badanie porównawcze aktywności inwestycyjnej MŚP w województwie dolnośląskim w odniesieniu do aktywności inwestycyjnej MŚP w pozostałych województwach w kraju. Badanie to przeprowadzono w oparciu o syntetyczny wskaźnik aktywności inwestycyjnej skonstruowany za pomocą metody bezwzorcowej. Analiza cząstkowych wskaźników wskazuje, że na tle kraju województwo dolnośląskie charakteryzuje się przeciętną aktywnością inwestycyjną MŚP. Natomiast wskaźnik syntetyczny wskazuje na wysoką pozycję tego województwa w rankingu województw, co świadczy o wysokim poziomie aktywności inwestycyjnej MŚP.
