The article introduces the export potential of Lubelskie voivodeship enterprises. It presents the latest statistical data adequate for all operators, regardless of the ownership form or size of enterprise, which in 2014 were active in export. It describes a geographical and commodity structure of export for 2014, based on the combined nomenclature, the Common Customs Tariff and Integrated Tariff of the European Communities (TARIC). Statistical data, concerning the external trade turnover volume of Lubelskie voivodeship enterprises, including commodity codes and territories of destination, have been obtained from the sets of the Analytical Center of the Customs Administration (CAAC), Customs Chamber in Warsaw. Information about traders and trading of goods, was based exclusively on the data gained form SAD documents and INTRASTAT declaration. These are the actual data, without estimates. They are derived from the open set, which means, tha untill the final approval of GUS report, they may be changed (final approval of the report shall take place in August 2015, after completion of the reporting obligation by the authorized institutions). The article lists the most important cities of Lubelskie voivodeship, bringing together the greatest number of exporters. There was presented the commodity structure of export by selected sections, the export value has been measured and relevant data presented for the following months of 2014. In addition, there were pointed out main export deliveries according to the territoy of destination. This article constitutes the way for further considerations concerning export activity of enterprises and its specificities in Lubelskie voivodeship.

The aim of the study was to analyse selected aspects of environmental awareness of councilors in areas of natural value in the Lubelskie voivodeship. The study used data of the author’s studies implemented in 2013 under the project “Environmental conditions and factors of economic functions’ development in the areas of natural value of the Lubelskie voivodeship” funded by the National Science Centre. The study covered an area of 30 communes of the greatest natural value in the Lubelskie voivodeship according to the indicator developed by D. Guzal-Dec as a part of her study on natural value in rural and urban- -rural communes in the Lubelskie voivodship. Using a questionnaire survey, 383 councilors – 86% of the total – were subject to the research. Councillors from environmentally valuable communes showed their positive attitude towards the surrounding, especially valuable elements of nature, they, however, often had too low level of knowledge about protecting it.

Celem opracowania była analiza wybranych aspektów świadomości ekologicznej radnych gmin przyrodniczo cennych województwa lubelskiego. W opracowaniu wykorzystano wyniki badań autorki zrealizowanych w 2013 r. w ramach projektu „Ekologiczne uwarunkowania i czynniki rozwoju funkcji gospodarczych na obszarach przyrodniczo cennych województwa lubelskiego”, fi nansowanego ze środków Narodowego Centrum Nauki. Teren badania stanowiło 30 gmin o najwyżej cenności ekologicznej w województwie lubelskim według wskaźnika opracowanego przez D. Guzal- -Dec w ramach badania cenności ekologicznej gmin wiejskich i miejsko-wiejskich województwa lubelskiego. Przy użyciu kwestionariusza ankiety przebadano 383 radnych, czyli 86% ogółu. Radni z gmin przyrodniczo cennych wykazywali pozytywny stosunek do otaczających ich szczególnie cennych elementów przyrody, często mieli jednak zbyt niski poziom wiedzy na temat jej ochrony

Celem niniejszej pracy jest próba oceny wybranych kluczowych aspektów wpływu Europejskiego Funduszu Społecznego na rozwój edukacji w województwie lubelskim w latach 2007-2013 w ramach komponentu regionalnego Programu Operacyjnego Kapitał Ludzki. Ograniczono się do perspektywy finansowej rozpoczynającej w 2007 r., analizą objęto okres do 31 grudnia 2013 r. Jako podstawową metodę badawczą zastosowano analizę treści dokumentów. Najliczniejszą grupę materiałów wykorzystanych w niniejszej pracy stanowią materiały źródłowe, czyli ogólnodostępne, pogrupowane rodzajowo, dokumenty publikowane przez instytucje zajmujące się wdrażaniem Programu Operacyjnego Kapitał Ludzki 2007- 2013 (w tym raporty z badań i sprawozdania). Ponadto, korzystano m.in. z dokumentów programowych, materiałów internetowych oraz opracowań encyklopedycznych. Przedmiot analizy podzielono na krótką charakterystykę obszaru edukacja, typy oraz kluczowe efekty projektów realizowanych w ramach Programu Operacyjnego Kapitał Ludzki w województwie lubelskim. Aspekty wpływu Europejskiego Funduszu Społecznego na obszar edukacji ukazano w obrębie zagadnień: edukacja przedszkolna, kształcenie ogólne oraz kształcenie zawodowe i ustawiczne.

The purpose of the hereby work is an attempt of assessment of the selected key aspects of the impact of European Social Fund on the development of education in the Lubelskie Voivodeship in the years 2007-2013 in the framework of the regional component of the Operational Programme Human Capital. The authors limited their scope to financial perspective commencing in 2007 and the analysis covered the period from 31 December 2013. As the basic research method an analysis of content of documents was applied. The largest group of materials used in the hereby work is made up of source materials, that is generally available, grouped according to type documents published by institutions dealing with implementation of the Operational Programme Human Capital 2007-2013 (including reports from research and review reports). Furthermore, among others, programme documents, online materials and encyclopaedic elaborations have been used. The subject of analysis was divided into a short characteristics of the area of education, types and key effects of projects realized within the framework of hte Operational Programme Human Capital in the Lubelskie Voivodeship. The aspects of the impact of the European Social Fund on the area of education were shown in the scope of the following issues: pre-school education, general education and vocational and continuous training.

Celem artykułu jest zweryfikowanie hipotezy o wpływie zmian zaludnienia na redystrybucję dochodów podatkowych na podstawie danych statystycznych GUS dla gmin i miast na prawach powiatu województwa lubelskiego w dwóch przekrojach czasowych, tj.: 2005 i 2015. Podstawowym narzędziem badawczym, jakim się posłużono, jest współczynnik zmienności rozkładu liczby ludności w latach 2005-2015 oraz rozkładu wpływów z udziału w podatku dochodowym od osób fizycznych, a także wpływów z podatku od nieruchomości. Wybór dochodów zawężony do tych dwóch podatków był podyktowany ich największą wydajnością fiskalną, a wybór okresu badań związany był ze względną stabilnością podstaw prawnych systemu finansowego gmin.

The main aim of the paper is to verify the hypothesis of the impact of population changes on tax income redistribution, based on data presented by Central Statistical Office for counties and cities in Lubelskie voivodeship for two periods, i.e. years 2005 and 2015. A basic tool involved in the research was a variability coefficient of distribution of earnings from both personal income tax and property tax. The choice of the afore-mentioned taxes was caused by their high fiscal efficiency, and the choice of the periods was caused by relative stability of legal bases of counties' financial systems.
