Artykuł opisuje sytuację ekonomiczną miasta Lublina od 2010 roku z uwzględnieniem momentu wybuchu konfliktu ukraińsko-rosyjskiego w listopadzie 2012. Badania obrazują rynek pracy w województwie lubelskim i jego potencjał dla centrów outsourcingowych i offshoringu. Ze względu na dużą ilość szkół wyższych na Lubelszczyźnie w pracy została też przeanalizowana ilość studentów jako przyszłych pracowników sektora usług outsourcingowych i offshoringowych. Artykuł zwraca uwagę na potencjalną sytuację gospodarczą miasta Lublina w związku z dynamiczną sytuacją polityczną na jego granicy oraz ewentualny wpływ sytuacji politycznej Ukrainy na nastroje inwestycyjne w Lublinie. W pracy wykorzystano metodę opisową i analizę porównawczą takich wskaźników jak średnia stopa bezrobocia, liczba studentów, liczba imigrantów w województwie, profil największych pracodawców, zatrudnienie oraz inne.

This article presents the development and innovation level of Lublin and Lubelskie voivodship since 2010. The article defines labour market in Lubelskie voivodship and its potential for outsourcing and offshoring centers. It points out positive and negative aspects of the conflict between Russia and Ukraine for city of Lublin. Due to high number of higher education schools in the region there has been analyzed number of students, which was recognized as an advantage for potential investors. However, the students – potential employees of outsourcing and offshoring centers are not able to attract investors if other indicators will not improve. There were analyzed and compared such indicators as average unemployment rate, number of immigrants, office space etc. The article draws attention to the potential changes and opportunities for Lubelskie voivodship due to dynamic political situation on its border. Based on conducted analysis the conflict will not have a high influence on investments in the Lubelskie voivodship.
