Research background: Sustainable development of the modern world represents an opportunity to preserve economic growth and technological progress, as well as social development, without limiting the possibilities of this development for past generations. The directions of this development are included in the 17 goals and 169 tasks of the 2030 Agenda for Sustainable Development. The achievement of these goals and the implementation of the adopted tasks is a huge challenge for individual countries and regions. This also applies to the European Union (EU), where economic development is closely linked to environmental protection and social inclusion. Of key importance in this context is Objective 9 of Agenda 2030, and thus its level of implementation in the EU-27 countries is the aim of the research presented in this paper. Purpose of the article: The research involved assessing the level of EU countries in terms of building stable infrastructure, promoting sustainable industrialization and fostering innovation, i.e., the main areas of Goal 9 of Agenda 2030. Methods: The assessment was based on the EU-27 countries' sustainable development index (SDG9) determined with the use of 14 indicators characterizing these areas between 2015-2020. The basis of the developed methodology was a multi criteria decision making approach (MCDM methods). TOPSIS, WASPAS and EDAS methods were used to determine the sustainability index, and the Entropy, CRITIC and standard deviation (SD) methods were used to determine weights for the adopted indicators. In addition, the use of the Spearman's and Kendall's Tau non-parametric tests enabled the analysis of the relationship between the SDG9 index and the basic economic, environmental and energy parameters, as well as the digitalization of the countries under study. Findings & value added: The results show that the EU-27 countries vary widely in terms of implementing Sustainable Development Goal 9 of Agenda 2030 over the analyzed period. Now, the most advanced in this respect are Denmark, Germany, Luxembourg, the Netherlands, Finland, and Sweden. By contrast, substantial problems are found in Bulgaria, Greece, Portugal, and Lithuania. The results also provide an opportunity to trace changes in the value of the designated index in individual countries, and in groups of countries of the "old" and "new" EU. These results significantly enrich the knowledge of the effectiveness of implementing Goal 9 of Agenda 2030 in the EU-27 countries and the relationship between the development of individual countries and sustainable development economy. These findings can also be used to create new EU-27 strategies for sustainable and solidarity-based development of the whole EU. In addition, the results can be helpful to decision-makers as they highlight important indicators related to innovation, industrialization and infrastructure that should be considered when formulating a country's sustainable development strategy. The added value of the study is the research procedure presented, which can be used in analyses on the study of various issues related to sustainable development for other groups of regions.

This study aims to evaluate service quality performance of major LCCs (Low Cost Carriers) in Europe by the MCDM (Multi-Criteria Decision Making) methodology. In addition it focuses on managerial business models and includes the international airline service providers that have applied the cost leadership strategy. In the study passenger reviews based on customer-rating systems are adopted as an alternative data source. For this purpose 24,971 passenger reviews, including 7 evaluation criteria, are analyzed. In this integrated methodology the Entropy method is used to weight the service quality criteria and the WASPAS method is used to rank the airlines. A sensitivity analysis is also applied and the robustness and stability of the application are confirmed. Consequently Jet2.com demonstrates the best service performance overall and legroom is the most important evaluation criterion.

The problem is finding the optimal and efficient model of public funding. The development of an objective theatre funding model is a major challenge for both the entities developing as well implementing the cultural policy. The aim of this article is to identify the criteria/measures having the potential effect on the increase of the audience numbers in individual theatres in Poland. This aim is implemented using Multi Criteria Decision Making (MCDM), the result of which is to achieve full distribution of a set of variants (individual theatres) in accordance with the monitored criteria (audience numbers in a theatre). Our research found the important role of both financial and non-financial indicators among which technical indicators are essential. On this basis, the need to develop optimal allocation of public funds between theatres in terms of their technical capabilities or infrastructure should be considered.

Znalezienie optymalnego, wydajnego modelu finansowania publicznych usług kulturalnych jest problematyczne. Wypracowanie obiektywnego modelu finansowania teatrów stanowi ogromne wyzwanie dla podmiotów zarówno kształtujących, jak i realizujących politykę kulturalną. Celem artykułu jest wskazanie kryteriów i miar mających potencjalny wpływ na kształtowanie się liczby widzów w poszczególnych teatrach w Polsce. Cel osiągnięto za pomocą modelu wielokryterialnej analizy wariantów. Badania dowiodły istotnej roli kryteriów zarówno finansowych, jak i pozafinansowych, wśród których podstawową rolę odgrywa kryterium techniczne. Na tej podstawie należy rozważyć konieczność tworzenia optymalnego podziału środków publicznych między teatry z uwzględnieniem ich możliwości technicznych czy infrastrukturalnych.

When evaluating or ordering alternatives concerning given multiple criteria, decision-makers often use aspiration and reservation levels for criteria, which allows them to define some reference alterna-tives that build a common framework for the evaluation. In this paper, new multiple criteria approach, called distances to aspiration reference points (DARP), is presented, which can be implemented in a specific evaluation or ranking problem when many different aspiration levels should be taken into consideration. One example of such problem is measuring sustainable development of countries or states within the Union. In DARP, to measure the performance of alternative (state), the notion of dis-tances between alternative and individual or common aspiration reference points is used. To manage the problem of different reference points, a modified max-min normalisation technique is proposed. DARP application for measuring smart growth of the EU countries is conducted to demonstrate the effectiveness of the proposed method.

This paper focuses on the comparison of selected multiple criteria decision making (MCDM) methods for the evaluation of eGovernment development. Multiple criteria evaluation of alternatives is regarded as the basis of MCDM problems. The methods are defined as a set of techniques which aim to rank options, from the most preferred to the least preferred, with a view to supporting decision makers in their selection of the most appropriate alternative under uncertain circumstances. The application of the methods in practice therefore has great potential. As interest in the application of selected MCDM methods has grown, it has also come to encompass the issue of eGovernment development in terms of its ability to modernize public administration. The research in this article is based on the results of the following MCDM methods: WSA; TOPSIS; and MAPPAC. These methods are compared in terms of their applicability and reliability for the purpose of evaluating eGovernment development.

This research examines new directions in applications of Multiple Criteria Decision Making (MCDM) methods in the process of selecting appropriate ERP system by organizations. The research identifies and reviews the most relevant and influential publications, which formed the state of art in this research field. Tendencies of the use of MCDM methods are demonstrated by the means of comparative analysis. The first part of the paper introduces MCDM methods often used in the ERP system selection process. Second part of the paper provides literature analysis of various MCDM methods, their acceptance and frequency of application for selection of an ERP system.

Przedmiotem opracowania jest wykorzystanie metod wielokryterialnej analizy decyzyjnej w procesie wyboru odpowiedniego systemu klasy ERP w organizacjach. W ramach przeprowadzonego badania zidentyfikowano oraz poddano analizie najbardziej uznane i opiniotwórcze publikacje, tworzące bazę teoretyczną omawianej problematyki. Celem opracowania jest identyfikacja tendencji obserwowanych w zakresie wykorzystania omawianych metod. Pierwsza część opracowania zawiera prezentację najpopularniejszych metod wielokryterialnej analizy decyzyjnej wykorzystywanych w procesie wyboru systemów klasy ERP w organizacjach. W drugiej części opracowania przedstawiono wyniki badań literaturowych dotyczących popularności oraz znaczenia omawianych metod, mierzonych liczebnością publikacji oraz liczbą cytowań w literaturze przedmiotu.

Предмет разработки – использование методов многокритериального анализа принятия решений в процессе выбора соответствующей системы класса ERP в организациях. В рамках проведенного изучения выявили и провели анализ наиболее признанных и формирующих общественное мнение публикаций, создающих теоретическую основу рассматриваемой проблематики. Цель разработки – выявить тенденции, наблюдаемые в области использования обсуждаемых методов. Первая часть разработки содержит презентацию самых популярных методов многокритериального анализа принятия решений, используемых в процессе выбора систем класса ERP в организациях. Во второй части работы представлены результаты изучения литературы в отноше- нии популярности и значения рассматриваемых методов, измеряемых числом публикаций и цитирований в литературе предмета.
