The first part of this paper reviews the institutional arrangements in pre-crisis euro zone. EMU is unique among modern states in that it combines a centralised monetary policy with decentralised responsibility for most economic policies. The second part contains some evidence of euro crisis. By the time of the eruption of the financial crisis in 2008 some euro area Member States had accumulated large private and public debts, losses in competitiveness, and macroeconomic imbalances. The third part reviews new economic governance in euro zone. The main conclusion is that new rules are mostly path depended.

1 lipca 2011 r. Polska objęła na 6 miesięcy przewodnictwo w Radzie Unii Europejskiej (UE). Tym samym przedstawiciele polskiej administracji publicznej będą przewodniczyć pracom różnego typu organów przygotowawczych Rady: grupom roboczym, komitetom oraz dziesięciu radom sektorowym. Jedną z takich formacji przygotowujących działania Rady jest Grupa Robocza ds. Statystyki. Prowadzenie jej prac w drugiej połowie 2011 r. powierzono specjalnie powołanemu do tego celu zespołowi z Głównego Urzędu Statystycznego. (...) The article aims at describing tasks within statistics as regards Polish Presidency in the Council of the European Union. During the Presidency period (i.e. the second half of 2011), Central Statistical Office of Poland is responsible for the coordination of works and chairing the Working Party on Statistics, which is a formation of the General Affairs Council and prepares legal acts to be ultimately agreed by the legislators, i.e. together by the Council and the European Parliament. During the Polish Presidency, the legal acts are to be discussed in the field of statistics as regards the following: - European statistics on permanent crops, - statistical returns in respect of carriage of goods, - system of national and regional accounts in European Union (ESA 2010), - European statistics on safety from crime,- European statistical programme 2013-2017. This article is dedicated to the economic mechanism of the dynamic sea port logistic (transport) cluster in the economy of the Odessa region. The need to transition to the new cluster structures and their implementation into the Ukrainian economy is caused by the high degree of efficiency, as well as the influence, which the ports and logistics businesses have on the economy of the country. In this paper, models of influence of transport and logistics companies in the form of cluster on the effectiveness of foreign economic activity of the Odessa region are associated with the State Enterprise "The Odessa Sea Commercial Port". The results can be used at sea ports, transport and logistics, and other industrial enterprises, as well as to create sea port dynamic clusters. Defined and described in the paper models and mechanisms are universal, so they can be used for the calculations to improve the efficiency of foreign economic activity in different regions.

The evolution of G20 represents a landmark development in global governance. The moves in 2008-2009 prompted by the global financial crisis, to convene the G20 at the level of heads of state constituted the first major adaptation of global arrangements to better fit with the fact of the emerging powers. The coming years will show whether the G20 has actually managed to carry out the necessary reforms. The risk of another, more fraught with consequences, crisis mobilises the G20 states' leaders. There is also a strong likelihood that the positive assessment of the Group of Twenty effectiveness in the field of the world economy will facilitate the expansion of its activity on several other vital issue areas.
