The reviewed publication contains post-conference materials, presented during the conference held in 2016 in Warsaw, entitled “The Deposit of Independence. National Council of the Republic of Poland in Exile (1939–1991)”. The volume consists of 18 articles, published in chronological and topical order, devoted to the selected issues of the history of the Polish parliamentarianism in exile during World War II and in the post-war period. The authors of the articles discussed various aspects of the activities of the National Council of the Republic of Poland in Exile, such as the participation of national minorities in the work of the quasi-parliament, biographies of the chosen parliamentarians, or the selected elements of “parliamentary practices”. This publication is not a synthesis but it supplements and develops the current state of research on the activities of the Polish quasi-parliamentary institutions in exile.

The National Council was provided for in the Constitution of the Republic of Slovenia of 23 of December 1991. The second chamber of the Slovenian Parliament, together with the State Assembly, forms part of the legislature. However, it differs significantly from it, particularly with regard to the way in which its composition is determined. The National Council is in the body representing social, economic, professional and local interests. Therefore, elections to this body are neither universal nor direct. Nevertheless, this body is not a typical representative authority because its members are elected on the basis of functional representation. The Council of State has both “soft” powers related to the expression of opinions, as well as “hard” powers allowing it to effectively influence the work of National Assembly and the law-making process in the Republic of Slovenia. The latter powers include, for example, the right of legislative initiative and the right of suspensive veto. The presented Rules of Procedure contain provisions on the exercise of the powers granted to the National Council.

Following the end of World War II, local authorities were subjected to local representative bodies, which were an affiliated entity headed by a State National Council. Since 1 January 1973, local national council was empowered to act as both a national and basic local authority on behalf of a gmina (lowest level of administrative division) or a town with a neighbouring gmina. Whereas a gmina’s or town and gmina’s governor served as a one-man administrative and executive body. The author presents the interrelated activity of national councils and local administrative bodies across Poland in 1973-1990 based on the example of the Municipal and Communal National Council as well as the Municipal and Communal Office both based in Łosice. He portrays these authorities in respect to archival research, describes their structural history as those responsible for compiling documents and characterizes archival records created by them.

Introduced in 1975, the new administrative division of the country has made many changes at various levels, including a new administrative map of the country, in which 49 new provinces were presented. Due to the reform, a significant economic growth occurred in most of the new voivodships. One of the newly-created provincial centers became the Bialskopodlaskie prov-ince, located in the central-eastern part of Poland. The next step was the creation of the Pro-vincial National Council in Biała Podlaska, the aim of which was to supervise the whole of Bialskopodlaskie Province.

Wprowadzony w 1975 r. nowy podział administracyjny kraju, poza znacznym wzrostem ilości województw do 49 oraz likwidacją powiatów, spowodował również wiele zmian na różnych poziomach życia społecznego i państwowego. Dzięki reformie znaczny wzrost gospodarczy nastąpił w większości miast będących siedzibami nowych miast wojewódzkich. Jednym z nowo powstałych było województwo bialskopodlaskie, położone w środkowo-wschodniej części Polski. Skutkiem reformy było też powołanie Wojewódzkiej Rady Narodowej w Białej Podlaskiej, której zadaniem było wykonywanie roli terenowego organu władzy państwowej.

This text describes the genesis of the Provisional People's Government of the Republic of Poland, which was established in Lublin on the night of 6-7 November 1918. It details the incidents which took place in Lublin in the first days of November, but also broadly outlines the earlier events which made it possible to form the “Lublin Government”. The article also discusses the composition of the Government, headed at the time by Ignacy Daszyński, and its programme and postulates, and synthesises opinions on the role of the Government of Ignacy Daszyński in the further course of Polish history
