For the first time internal security has been clearly articulated in Russian National Security Strategy of December 2015. That is when the so-called colour revolutions and “radical social groups which use nationalist and extremist religious ideologies, foreign and international nongovernmental organisations, as well as private citizens who act against the Russian territorial integrity and destabilise political processes” have been deemed the most significant challenges to the Russian security, together with the North Atlantic Alliance and the United States of America. As a response to such defined threats, Russian legislation introduced solutions that attempt to prevent the danger. The aim of this article is to answer the question, whether Russian authorities treat the destabilisation of internal situation as one of the main challenges to the Russian security, and if yes, what are the indications of that? Does Russian legislation (especially from the last few years), actions of the Russian authorities and Russian subject literature, include evidence confirming this hypothesis?
Russia has been employing old methods of warfare in innovative ways with the help of new technologies. At the same time, it has been looking to exploit non-military means to achieve political objectives. Among these are psychological, information, and influence operations, including financing pseudo-NGOs for achieving political goals, disinformation campaigns, and strong military posturing near the Baltic Countries’ borders. The Russian strategy for the Baltic States is multi-layered and chiefly determined by Russia considering them part of the West. As a result, since the threat is multi-layered and presents a comprehensive challenge, Latvia developed a comprehensive defence strategy. This article analysis the evolution of Latvia’s security and defence strategy towards a system that may be characterized as comprehensive defence. Its main features include several initiatives where society’s role is fundamental. The results are already noticeable. These actions have been focussing on both enlarging enlistment in the National Guard, but also in increasing the society’s awareness and resilience in case of military or non-military crisis.
The National Guard of the Russian Federation as a new part of the internal security system of Russia was established in April 2016 by presidential decree. Further presidential decrees and draft laws determine its shape and extensive competence. This paper attempts to answer the question of why a new military formation was established, what are its main tasks and in what situations its potential can be used. This paper is based on an analysis of official government documents of the Russian Federation and, additionally, on the reports of international think tanks, opinion polls and the publications of the international media.

Gwardia Narodowa Federacji Rosyjskiej jako nowy element wewnętrznego systemu bezpieczeństwa Rosji została utworzona w kwietniu 2016 r. w drodze prezydenckiego dekretu. Kolejne prezydenckie dekrety oraz projekty ustaw decydują o jej kształcie i rozbudowanych kompetencjach. Celem artykułu jest próba odpowiedzi na pytanie, dlaczego powstała nowa formacja zbrojna, jakie są jej główne zadania oraz w jakich sytuacjach jej potencjał może zostać użyty. Artykuł powstał w oparciu o analizę oficjalnych dokumentów rządowych Federacji Rosyjskiej, a dodatkowo także na podstawie raportów międzynarodowych ośrodków analitycznych, wyników badań opinii publicznej oraz publikacji międzynarodowych mediów.
Celem artykułu jest przedstawienie genezy, historii, struktury i funkcji Gwardii Narodowej Stanów Zjednoczonych, i jej znaczenia w strukturze komponentów rezerwowych Sił Zbrojnych Stanów Zjednoczonych oraz dla całego systemu militarnego państwa – na poziomie federalnym, stanowym i lokalnym. Gwardia Narodowa buduje swoją tożsamość odwołując się do tradycji milicji kolonialnych, zbrojnych oddziałów oddolnie organizowanych przez kolonistów na terenie pierwszych trzynastu kolonii brytyjskich przed ogłoszeniem Deklaracji Niepodległości w celu utrzymania pokoju wewnątrz osad, jak również odparcia zagrożeń zewnętrznych. Dualny charakter Gwardii Narodowej jest konsekwencją dwóch przeciwstawnych procesów: oddolnej inicjatywy obywateli oraz ambicji kontrolnych rządu federalnego. Dualny, stanowo-federalny charakter Gwardii Narodowej wynika z zapisu ustawy z 1933 roku – National Guard Mobilization Act, wprowadzającym zasadę podwójnej przynależności: wszyscy żołnierze finansowani z funduszy federalnych mieli znajdować się zarówno na listach Gwardii Narodowej danego stanu, jak i Gwardii Narodowej Stanów Zjednoczonych. Dualizm amerykańskiej Gwardii Narodowej uwidacznia się w jej funkcjach i działaniach, sporach kompetencyjnych, ocenach społecznych oraz sposobach wykorzystania tej formacji przez polityków, nie zawsze akceptowanych przez większość społeczeństwa. Ma on również wpływ na kształtowanie własnej tożsamości przez członków Gwardii Narodowej i na ewolucję jej społecznego statusu, zależną od przemian rozumienia idei patriotyzmu.

This article is aimed at the presentation of the origins, structure and functions, as well as the dynamics of the United States National Guard as an element of the reserve components of the United States Armed Forces, a vital part of the country’s military system on all levels: federal, state and local. The National Guard’s identity can be traced back to the traditions of the colonial militia, i.e. locally organized armed units of colonists, established in the first thirteen colonies prior to the adoption of the Declaration of Independence to keep peace within the settlements and to protect them from the outside threats. The dual character of the National Guard stems from two opposite processes: the grassroots initiative of the citizens and the controlling urges of the federal government. The dual, state-federal nature of the National Guard is a consequence of the 1933 National Guard Mobilization Act which introduced the rule of double belonging: the soldiers financed from federal funds were to be signed up both on the National Guard lists of a given state as well as the lists of the United States National Guard. The dual nature of the National Guard is apparent in its functions and actions, in the competence disputes, social opinions and the various political modes of use, not always condoned by the nation’s majority. It also affects the National Guard members’ identity as well as the evolution of the formation’s social status, dependent on the perception of the ever-changingidea of patriotism.
Z inicjatywny PWSZ im. Prezydenta S. Wojciechowskiego w Kaliszu i PWSZ w Koninie przedstawiciele dziewięciu ośrodków naukowych z całego kraju podjęli w okresie od kwietnia 2015 do maja 2016 działania na rzecz naukowego rozpoznania konieczności istnienia w Polsce sił Obrony Terytorialnej – roboczo określonej mianem Gwardii Narodowej. Artykuł odnosi się do przyjętych kierunków i sposobów rozwiązania zauważonego problemu badawczego. Prezentuje wybrane odniesienia dotyczące istniejących inicjatyw obronnych, koniecznych postaw obywatelskich, rozważań nad posiadanym potencjałem obronnym, możliwości wykorzystania doświadczeń ponadnarodowych, a także istoty funkcjonowania Obrony Terytorialnej.

On the initiative of the State Universities of Applied Sciences in Kalisz and Konin representatives of nine research centres from all around the country took the efforts to identify the scientific necessity of the creation of Polish Territorial Defence Forces – tentatively determined as the National Guard. The project was conducted in the period of one year, from April 2015 to May 2016. The article presents selected references to the existing defence initiatives, civil attitude, consideration of Polish defence potential, and the possibility of using the transnational experience as well as the essence of the functioning of the Territorial Defence in Poland.
The Caucasus region is still considered as one of the hottest geostrategic spot in the world politics and still inter-state war scenarios are most plausible and could be revoked into real scenario development at any moment. Even current example of Georgian and Russian relations is to be one of the evident of the occasion. As it is known, Georgia and Russia are still in formally in war, both de facto and de iure and only a truce between the parties named as „Saakashvili-Medvedev-Sarkozi” treaty is indicating a fragile peace in the region. Hence, the consequences of the warfare waged in August of 2008 are being echoed in contemporary period of time. However, from the geostrategic point of view, only the fights between Georgian and Russian Armed Forces are being reviewed and analyzed but no one paid attention to and scrutinized combat operations between Georgian and Ossetian military formations scrutinizing, whereas both sides perceived territorial defence forces as one of the serious strike units at the initial stage of the conflict on 3-9 August of 2008 which was falling within the scope of Low Intensity Conflict. The operations could be analyzed on how the parties were using this kind of active reserve military formations, how efficient had been both territorial defence systems before the war and how it reflected the situations developed after the war. The comparative analyses of the engaged parties’ capabilities with regard to territorial defence strategies and properly used tactical reserve forces are very important and omnipotent to relevantly consider possibility and opportunity to achieve peace and stability at the regional level and reinforce regional security provisions.
The outbreak of the March 1848 revolution in Vienna renewed the hope of Poles living in Galicia, who wished to regain independence or at least gain autonomy within the Austrian Empire. The beginning of patriotic endeavors was founding the National Guard in Cracow and Lviv, and later in smaller towns, such as Lesko. The city, with a population of several thousand, became the recruiting ground for the newly-formed formations. These formations were comprised mostly of artisans and the petite bourgeoisie. Only at the end of its existence were peasants allowed to join the Guard. The National Guard in Lesko had numerous officers, likely trained in the Austrian army, who provided military training. This was only the beginning of the formation of Polish units in Galicia. Both the commanders and the patriotic members of the National Guard brought hope of establishing a cadre that, in the right moment, would be able to fight for the longed for Polish independence. The Polish independence movements were suppressed as soon as the revolutionary sentiment in Austria abated. With the introduction of the military regime at the end of 1848, every single democratic concession made during these several short months was revoked, including the formation of the National Guard. The formation in Lesko was abolished in 1849.

Wybuch rewolucji w Wiedniu w marcu 1848 r. odnowił nadzieje Polaków w Galicji na uzyskanie niepodległości lub przynajmniej autonomii w ramach Cesarstwa Austriackiego. Podstawą dążeń patriotycznych było utworzenie oddziałów Gwardii Narodowej, początkowo w Krakowie i Lwowie, a później w mniejszych miejscowościach, m.in. w Lesku. Miasto to, liczące kilka tysięcy mieszkańców, stanowiło bazę rekrutacyjną dla nowo powstałych formacji. Składały się one w większości z rzemieślników i drobnomieszczaństwa. Dopiero pod koniec ich istnienia dopuszczono do nich chłopów. Gwardia Narodowa w Lesku posiadała liczne, wyszkolone zapewne w wojsku austriackim, grono oficerskie umożliwiające szkolenie wojskowe. Stanowiło to dopiero początek formowania jednostek polskich na terenach Galicji. Zarówno dowódcy, jak i patriotycznie nastawieni członkowie Gwardii Narodowej dawali nadzieję na stworzenie kadry, która w odpowiednim momencie będzie zdolna wywalczyć upragnioną przez Polaków niepodległość. Upadek nastrojów rewolucyjnych w Austrii spowodował stłumienie ruchów niepodległościowych na terenie Galicji. Wraz z powrotem reżimu wojskowego pod koniec 1848 r. zlikwidowano wszelkie zdobycze demokratyczne, powstałe w trakcie kilku zaledwie miesięcy, w tym również Gwardię Narodową. Formacja ta zlikwidowana została również w Lesku w styczniu 1849 r.
