EU regional policyfocused on reducing inter-regional disparities and sectoral approach is being replaced byintegrated territorial approach, aimed at activating endogenic potentials of each region. In Poland the new paradigm has been revealed in governmental documents: National Strategyfor Regional Development and National Spatial Development Concept 2030. These have introduced new planning categories: functional areas. This paper is a description of a few examples of such planning which have been prepared in recent years. An outcome of such research is author’s list of potential barriers in new applications. The barriers maybe classified into 4 groups: institutional/legal, financial, methodological and other. In order to avoid these, the Ministryof Regional Development and professionals project new legal and institutional solutions. It is now difficult to estimate their chances.

Krytyka polityki regionalnej Unii Europejskiej opartej na wyrównywaniu różnic międzyregionalnych i podejściu sektorowym doprowadziła do wypracowania zintegrowanego podejścia terytorialnego, ukierunkowanego na uaktywnianie wewnętrznych potencjałów regionów.WPolsce zostało to odzwierciedlone w nowych dokumentach rządowych. Jednym z nowych aspektów takiej polityki jest możliwość planowania dla różnych kategorii obszarów funkcjonalnych. Artykuł wskazuje, że podobne działania prowadzono już wcześniej, oraz podaje możliwe do ujawnienia trudności, które można podzielić na 4 grupy: organizacyjno- prawne, finansowe, metodologiczne i pozostałe.W celu uniknięcia barier Ministerstwo Rozwoju Regionalnego i środowiska branżowe proponują nowe rozwiązania legislacyjne i organizacyjne, jednak trudno obecnie ocenić ich ewentualną skuteczność.

In the first part of the article presented outlines the conditions of the cities impact on the surroundings, including issues related to the delimitation o f research and examples o f applications for Polish cities in the last fifty years. The second part p resents the results of the delimitation of functional urban areas performed for the 18 capitals of voivodeships, made by the author for the Ministry of Regional Development in 2012 in the framework o f the implementation of the National Spatial Development Concept 2030. Detailed criteria were as follows: 1) The number of people commuting (wage labour) to the core FUA (Functional Urban Area) per 1,000 population o f working age over 50 (2006); 2) The number o f registered immigration (check-ins) from the core FUA per 1000 population above 3 (2009); 3) The share of employed in non-agricultural occupations as a proportion of the voivodship average above 75% (2002); 4) The number of businesses entities per 1,000 population as a proportion of the provincial average above 75% (2011); 5) Participation of economic operators of higher order (sections J-R of NACE) relative to the core FUA above 50% (2011); 6) The population density (without forests and water) compared to the voivodship average of over 50% (2011); 7) The number of completed dwellings per 1000 inhabitants in 2002-2011 compared to the voivodship average of over 75%. The inclusion of the MOF was when fulfilled at least 6 of the 7 criteria.

W pierwszej części artykułu przedstawiono zarys uwarunkowań dotyczących oddziaływania miast na otoczenie, związanych z tym problemów delimitacyjnych oraz przykładów zastosowań badawczych dla miast Polski w ostatnich pięćdziesięciu latach. W drugiej części zaprezentowano wyniki delimitacji miejskich obszarów funkcjonalnych 18 stolic województw, wykonanej przez autora dla Ministerstwa Rozwoju Regionalnego w 2012 r. w ramach prac nad wdrożeniem zapisów nowej „Koncepcji Przestrzennego Zagospodarowania Kraju 2030” (Śleszyński 2013a).
