During the years 1922–1924, Professor Oskar Halecki participated in the activities of the League of Nations, initially as Secretary and then as expert of the International Commission for Intellectual Collaboration. He was particularly involved in measures undertaken towards creating an international system of publications exchange, which was guaranteed by the Brussels Convention of 1886. Halecki was among the chief contributors to the modification of that Convention, advocating updating of the requirements and needs of the international exchange of publications, especially in the sphere of learned materials. Some of the resolutions reached in this respect during the interwar period found actual implementation years later, in the 1961 Paris Convention, and are still in force. In Poland the Convention was officially recognized in 1971.
