Uwarunkowania demograficzne stanowią jeden z podstawowych czynników rozwoju miast i ich otoczenia. W wyniku postępujących procesów urbanizacyjnych oraz zmian ustrojowych w Polsce nastąpiły znaczące przemiany w sferze gospodarczej, środowiskowej i społecznej. W sytuacji postępującego spadku dzietności, starzenia się społeczeństwa oraz rosnącej mobilności ludności zmieniają się szanse i potencjał rozwojowy miast i regionów. Potencjał ludnościowy poszczególnych jednostek administracyjnych postrzegany jest jako jeden z głównych filarów rozwoju. W niniejszym opracowaniu przeprowadzono analizę podstawowych procesów demograficznych wpływających na kształtowanie się liczby ludności w gminach województwa dolnośląskiego i strukturę wieku ich mieszkańców. Analizowano czynniki składające się na przyrost i ubytek rzeczywisty liczby ludności oraz stopień starzenia się społeczeństwa. Jako miernik syntetyczny uwzględniający relację między przyrostem naturalnym oraz saldem migracji przyjęto typologię Webba. Metoda ta pozwała zidentyfikować i ocenić sytuację demograficzną w poszczególnych częściach regionu oraz określić typ zachodzących zmian.

Demographic is one of the essential factors of the development of cities and their surroundings. As a result of the ongoing urbanization processes and political system changes in Poland occur the considerable changes in economic, environmental and social spheres. The progressive decline of fertility, the ageing of population and the increasing population mobility change opportunities and potential for development of cities and regions. The potential of population of individual administrative units is seen as one of the main backbone of development. In this study, an analysis of the main demographic processes affecting the development of population in the municipalities of Lower Silesia region and the age structure of their inhabitants was made. The factors constituting growth and loss of the actual population size, and the degree of population ageing was analyzed. As a synthetic gauge that takes account of the relationship between natural growth and migration balance the Webb’s typology was taken. This method allows determining both the areas with growth of human resources and those whose further development might be at risk due to the loss of a significant number of residents. Thanks to extract 8 types of development for the municipalities of Lower Silesia, it was possible to identify and evaluate of their current demographic situation, migration and birth rate trends in the various parts of the region.
