W opracowaniu przedstawiono założenia metodologiczne oraz omówiono poszczególne narzędzia statystyczne OECD służące do pomiaru i oceny wielkości pomocy państwa w rolnictwie. W statystyce tej instrumenty polityki rolnej klasyfikuje się według trzech głównych kategorii określonych odpowiednio dla podmiotu i przedmiotu polityki gospodarczej. Są to: wskaźnik wsparcia producenta (PSE), wskaźnik wsparcia konsumenta (CSE) i wskaźnik wsparcia usług (GSSE). Wartość całkowitą wsparcia wynikającego z realizowanej polityki rolnej szacuje się za pomocą wskaźnika wsparcia ogółem (TSE). W artykule pokazano również metody pomiaru poziomu interwencji rynkowej i ochrony rynków rolnych za pomocą odpowiednich wskaźników. Pracę zakończono omówieniem problemów metodologicznych i interpretacyjnych, które należy brać pod uwagę prowadząc badania i analizy poziomu globalnego wsparcia z wykorzystaniem mierników i metod OECD. In the article methodological assumptions were presented as well as respective OECD statistical tools of measurement and assessment of public aid level in agriculture have been presented. In the statistics measurements of agricultural policy are classified according to three main categories defined particularly for subject and object of economic policy. They are: Producer Support Estimate (PSE), Consumer Support Estimate (CSE) and General Services Support Estimate (GSSE). The total value of support coming from accomplishing agricultural policy is assessed by Total Support Estimate (TSE). In the further part of the article the measurement methods of government intervention level and agricultural market protection by means of appropriate coefficients have been presented. At the end methodological and interpretative problems for which allowance should be made when someone explores and analyses level of global support using the OECD measurements and methods were discussed.
