The article deals with the issue of environmental policy and its implementation in Russia on the example of the Tomsk Region for the period 1989-2000. The author discusses the state of the environment, institutional arrangements and legal position in the 1990s, how the Tomsk Regional Ecological Committee (TREC) actually carried out its responsibilities in the mid-1990s, what Putin did to the Ecological Committees, and where TREC stood at the end of 2005.

W niniejszym artykule omówiono kwestie związane z polityką ochrony środowiska I jej implementacją w Rosji na przykładzie Regionu Tomsk w latach 1989-2000. Autor przedstawił stan środowiska, zaplecze instytucjonalne oraz stan prawny w latach dziewięćdziesiątych XX wieku, działalność Regionalnego Komitetu Ekologicznego Tomska (ang.: Tomsk Regional Ecological Committee, TREC) w połowie lat dziewięćdziesiątych XX wieku, reakcję Putina w odniesieniu do Komitetu Ekologicznego, a także sytuację TREC pod koniec 2005 roku.

In the paper, two short development projects in Omsk carried out in 2002-3 and 2005 are discussed. The authors provide some background about Omsk, the projects and the project partners, describe what was done in the projects themselves, outline the results of the projects, draw lessons from the experience gained during the project, paying attention to transferability, and make some recommendations about conducting the planning of sustainable development.

W niniejszym artykule omówiono dwa projekty rozwojowe, które przeprowadzono w Omsku w latach 2002-2003 oraz 2005. Autorzy przedstawili podstawowe informacje dotyczące Omska, a także projektów i ich partnerów, opisali przebieg projektów oraz główne rezultaty. Następnie omówiono wnioski i wytyczne wynikające z doświadczenia zyskanego dzięki projektom, główną uwagę poświęcając możliwości przeniesienia dobrych praktyk. Poczyniono również pewne rekomendacje odnośnie planowania zrównoważonego rozwoju.
