Operational Programme Infrastructure and Environment (OPI&E) is the largest programme in the current programming period. EU involved in its implementation more than 28 billion EUR, which constitutes approx. 42% of all funds for the Cohesion Policy in Poland. 81% of these funds is already allocated. The programme aims at the improvement of Poland and its regions’ investment attractiveness through the development of technical infrastructure at the same time protecting and improving the condition of environment, health, maintaining cultural identity and developing territorial cohesion. Within the framework of the programme, large infrastructural investments are implemented within the scope of environmental protection, transport, power industry, culture, national heritage, health care and higher education.

Blisko dziesięcioletni okres członkostwa Polski w UE pokazał, że unijne fundusze stanowią istotny element stymulujący rozwój naszego kraju w różnych wymiarach. Celem artykułu jest próba oceny znaczenia wybranych programów operacyjnych dla realizacji celów Strategii Europa 2020 w Polsce. Analiza stanu kontraktowania i wydatkowania środków przeznaczonych na projekty realizowane w ramach wybranych Programów Operacyjnych, wskazuje na zaawansowany poziom ich realizacji. Implikuje to obserwowany postęp w osiąganiu celów strategii Europa 2020.

Nearly ten years of Polish membership in the EU have shown that EU funds are an important element in stimulating the development of our country in different dimensions. This article aims to assess the significance of selected Operational Programmes for the realization of the objectives of the Europe 2020 Strategy in Poland. The analysis of contracting and spending levels of funds for projects realized within selected Operational Programmes, indicates an advanced level of their implementation. This results in the observed progress in achieving the objectives of the Europe 2020 strategy

W artykule omówiono cele polityki ekologicznej Unii Europejskiej oraz obowiązki polskich przedsiębiorstw wynikające z dostosowań w zakresie prawa ochrony środowiska. Przedstawiono standardy ekologiczne wpływające na inwestycje w elektroenergetyce. Wskazano na rolę funduszy UE i innych źródeł zagranicznych w finansowaniu ochrony środowiska w Polsce, w tym Programu Operacyjnego Infrastruktura i Środowisko. Celem Programu jest podniesienie atrakcyjności inwestycyjnej Polski i jej regionów poprzez rozwój infrastruktury technicznej przy równoczesnej ochronie i poprawie stanu środowiska, zdrowia społeczeństwa, zachowaniu tożsamości kulturowej i rozwijaniu spójności terytorialnej na dostosowanie do standardów. Na realizacje Programu Operacyjnego Infrastruktura i Środowisko przeznaczonych zostało 21,3 mld euro, co stanowi aż 35,7% całości środków na lata 2007-2013.

The adjustment of Polish enterprises to rigorous standards of environmental protection gives rise to the necessity to incur substantial outlays. Particularly tightened environmental standards concern electrical power engineering - major sources of fuel burning. Due to the necessity to provide the state with energy safety it is necessary to modernise and build new generation powers in electrical power engineering. One of opportunities to achieve means for this purpose are structural funds allocated in order to adjust to the European standards, including those of the Operational Programme Infrastructure and Environment the aim of which is to enhance the investment attractiveness of Poland and its regions by technical inftastructure development and simultaneous protection plus im provement of the environment, society's health, maintenance of cultural identity and territorial cohesion development. EUR 21.3 bn was allocated to execute the Operational Programme Infrastructure and Environment, which accounts for as much as 35.7% of total resources for years 2007-2013.

The purpose of the following article is to analyze the implementation of structural funds in the arts and culture sector of in Poland in the years 2007 – 2013. The subject of the study consists of 980 contracted projects implemented in 2007 – 2013 in 16 provinces. We have selected only those that have been co-financed from the structural funds, namely the European Regional Development Fund (ERDF), from which 4.93 billion PLN funding had been acquired for the mentioned 980 projects. The largest number of investments was realized in the Silesian province – 135, and the least in the Lubusz – 10. The largest share in the disbursement of structural funds was in the Mazovian province – 797.2 million PLN.
