In the text which is a commentary to the article written by G. Sordyl and J. Niznik, the author concentrates on the evaluation of the health insurance reform projects formulated by the Polish ombudsman and P. Kulpa Director in the Ministry of Health in 2007. The author is skeptical to the possibility of achieving the goals stated by P. Kulpa in relation to private health insurance (modernization and stabilization of the system, increasing the efficiency, rising health security and limiting the corruption). At the same time the author formulates a number of doubts concerning the suggested detailed solutions, e.g. the lack of justification for regressive tax subvention for people purchasing private insurance, concentration on the increase of the hospital rates, lack of justification for double payment for standard (and quaranteed by NHF) quality of services. The author finally points to the insufficient tools for reducing the cream skimming by private insurance companies and the lack of justification for a separate (but private managed) obligatory health insurance for partly paid by NHF health services recommended by the ombudsman.
