Proces transformacji, rozpoczęty na przełomie lat 80. i 90. ubiegłego stulecia, miał na celu przejście od systemu gospodarki centralnie planowanej do gospodarki rynkowej. Wiązało się to z koniecznością nakreślenia scenariusza identyfikującego cele programu transformacji oraz harmonogram i sposoby ich realizacji. Jedną z podstawowych kwestii stało się określenie roli państwa – a tym samym charakteru polityki gospodarczej. Początkowo przyjęto paradygmat liberalny zakładający ograniczoną rolę państwa oraz dominującą rolę rynku (symboliczną tego egzemplifikacją jest tzw. Plan Balcerowicza). Problemy i zagrożenia, wobec których na przestrzeni minionego okresu stanęła polska gospodarka, spowodowały istotną zmianę podejścia do polityki gospodarczej. Zainicjowany w 2016 roku Plan na rzecz Odpowiedzialnego Rozwoju (tzw. Plan Morawieckiego) optuje na rzecz państwa aktywnego. Państwo przedsiębiorcze, będąc partnerem rynku, jest również aktywnym kreatorem strategii gospodarczej.

The process of transformation which started in the 1980s and 1990s aimed at the transition of the centrally planned to market economy. It necessitated preparation of a scenario identifying the transformation programme objectives and methods of their implementation. The determination of the role of the state, and thus the nature of the economic policy, became a fundamental issue. Initially, the liberal paradigm was adopted, which constituted in the limited role of the state and the dominant role of the market (whose symbolic exemplification is so-called Balcerowicz Plan). However, the problems and threats, which Polish economy faced in the recent time, lead to a major change in the approach to economic policy. The presented in 2016 Action Plan towards the Responsible Development (the so-called Morawiecki Plan) opts for an active state. The entrepreneurial state, while being the partner of the market, is also an active maker of economic policy.
