The present article argues bicameralism is an integral part of the modern constitutional tradition of the Czech lands. In terms of powers, the Cisleithanian House of Lords (Herrenhaus), as instituted under the Constitution of December 1867, was no doubt strong upper house. At the same time, the House of Lords was rather unique in terms of its composition which substantially differed from that of the House of Deputies and which combined the principles of aristocracy with those of meritocracy.Not only this composition guaranteed the House of Lords expertise but the presence of the members appointed by the Emperor upon the proposal of the Government contributed to creating constructive links between the House and the Executive as well. The author assumes the experience of the House of Lords might serve as alternative reference point in the current discussion on the future of bicameralism in the Czech Republic.

Článek tvrdí, že bikameralismus je nedílnou součástí moderní ústavní tradice českých zemí. Jde-li o pravomoci, předlitavská Panská sněmovna, zřízená prosincovou ústavou z roku 1867, byla nepochybně silnou komorou. Současně byla značně ojedinělá co do složení, které se podstatně lišilo od Poslanecké sněmovny a v němž se kombinovaly principy aristokracie a meritokracie. Toto složení Panské sněmovně nejen zajišťovalo odbornou způsobilost, ale přítomnost členů jmenovaných císařem na návrh vlády také přispívala k vytvoření vazeb mezi Sněmovnou a výkonnou mocí. Autor má za to, že zkušenosti s fungováním Panské sněmovny by mohly sloužit jako další východisko v současné debatě o budoucnosti bikameralismu v České republice.
